Requirements
  • Prior customer-facing federal government advisory experience at the agency level.
  • Exceptional oral and written communication skills, including presentation skills using Microsoft PowerPoint.
  • Ability to pass government background check requirements and have or be able to obtain a Secret security clearance.
  • A Bachelor's degree in Accounting or Finance from an accredited institution of higher learning.
  • At least 3 years of financial or budgetary experience related to contract closeout activities.
  • Proficiency in Army automated financial systems, including the Government Finance and Accounting System (GFEBS), Operational Data Store (ODS), Contract Accounts Payable System (CAPS), Procurement Database (PD), and Electronic Document Access (EDA).
  • Strong knowledge of ProSidian Contractor operations.
Responsibilities
  • Conduct administrative actions required to retire physically completed contracts or orders using Unliquidated Obligations lists, conformed copies of the last contract modifications, Operational Data Store reports from the Resource Management Tool, Government Finance and Accounting System, Contract Accounts Payable System reports, and Wide Area Work Flow invoice copies.
  • Provide contract closeout administration support to the delegated Mission Installation Contracting Command office for prior-year FORSCOM contract closeout.
  • Review and analyze current- and prior-year FORSCOM Contract Line Item Number and accounting data and invoices for contract closeout reconciliation.
  • Prepare and distribute contract closeout spreadsheets to the ProSidian Contractor point of contact for prior-year closeout-data reconciliation.
  • Compile a complete reconciled data packet for prior-year FORSCOM de-obligation recommendations for the servicing Mission Installation Contracting Command contract closeout office.
  • Monitor invoices and funding on current- and prior-year FORSCOM contract actions and notify the Contracting Officer and Resource Manager of shortfalls.
  • Assist in resolving Defense Finance and Accounting Service invoicing issues through Army business enterprise systems, email, and meetings with Defense Finance and Accounting Service personnel.
  • Review Contract Line Item Numbers for unused funding and notify the Program Manager of issues.
  • Establish a verification system to assess unit audit-readiness posture for the Global Combat Support System-Army program, Campaign on Property Accountability program, and contract closeout administrative support team by examining controls, processes, and records for compliance.
  • Provide reports of findings, trend analyses, and corrective-action recommendations to the Contracting Officer's Representative upon request.
  • Coordinate and collate reports from audit-readiness evaluators and provide an initial report of findings within 5 working days after an inspection or assistance visit.
  • Prepare detailed findings reports and executive-level summaries of findings and trends, controlling and releasing unclassified material through the Contracting Officer's Representative.
