Requirements
  • U.S. citizenship is required, and the candidate must be able to obtain a NACLC clearance.
  • A bachelor's degree in Computer Science, Engineering, or a related technical discipline is required.
  • At least 10 years of relevant professional experience is required.
  • Hands-on experience developing software solutions supporting complex business operations is required.
  • Experience leading migrations of complex web-based applications to modern technology stacks is required.
  • Experience with C#, PowerShell, JavaScript, .NET MVC, Angular, Oracle with PL/SQL, Microsoft SQL Server, Azure DevOps Server 2022, Git, Microsoft Azure, Docker, and Kubernetes is required.
  • Experience architecting migration strategies from monolithic legacy systems, including Oracle databases and .NET Web Forms, to modern distributed architectures such as PostgreSQL and containerized microservices is required.
  • Experience with C#, .NET MVC, Angular, or comparable experience with another modern enterprise application stack is required.
  • Exposure to version-control systems and development tools such as TFS, Visual Studio, and Git is required.
  • Prior experience in a Department of Defense or government contracting environment is required.
  • Candidates must reside within a commutable distance of Northeast Philadelphia to meet the weekly on-site requirement.
  • The role requires frequent verbal and written communication with team members, customers, and stakeholders.
  • The role requires the ability to perform extensive computer-based work and review technical documentation.
  • The role may require occasional travel to government or customer locations.
Responsibilities
  • Design, document, and lead program-wide technical and target-state architectures for modernizing legacy medical logistics applications, aligned with digital-transformation goals including DLA DevSecOps and Iron Bank.
  • Establish program-wide software-architecture methodologies, patterns, and guardrails, including Test-Driven Development methodologies and automated Software Development Life Cycle toolchains.
  • Define architectural patterns and guide migration of legacy Oracle and .NET applications to microservices-based architectures using Docker, Kubernetes, PostgreSQL, and Angular.
  • Provide architectural guidance for resilient, robust, and automated continuous integration and continuous delivery pipelines supporting automated build, testing, security, and release processes.
  • Drive platform and shared-services architecture strategy and develop roadmaps from current-state to target-state architectures.
  • Guide software engineers in transforming legacy applications into modern solutions that follow DevSecOps and Agile principles.
  • Ensure software architecture supports DevSecOps and cybersecurity requirements, including vulnerability scanning, secrets management, compliance auditing, and secure software-development practices.
  • Provide architectural guidance for scalable, highly available, resilient, and cost-efficient Microsoft Azure cloud environments, using Platform-as-a-Service and serverless technologies where appropriate.
  • Establish program-wide software-architecture standards, technical guardrails, and preferred paved-road development patterns.
  • Develop and maintain program-wide software-architecture capabilities supporting operational business lines.
  • Maintain hands-on involvement through reference implementations, prototypes, design reviews, code reviews, and resolution of complex cross-cutting technical challenges.
  • Partner with the Chief Data Officer and business and domain subject-matter experts to implement Domain-Driven Design, including domain decomposition, bounded contexts, service boundaries, and integration patterns.
  • Collaborate with application technical leads to promote architectural consistency, provide technical mentorship, conduct design and architecture reviews, and evaluate justified exceptions to established standards and guardrails.
  • Support adoption of the Scaled Agile Framework by performing System Architect responsibilities, including defining the architectural runway, identifying architectural enablers, and aligning technical direction across the Agile Release Train.
  • Drive the technical content of current-state and target-state architectures in coordination with Department of Defense Architecture Framework modelers and enterprise-architecture stakeholders.
  • Work primarily in an office or remote work environment, with prolonged computer-based work and occasional standing and walking.
  • Occasionally lift and carry standard office or computer equipment weighing up to 20 pounds.
  • Participate in virtual and in-person meetings for extended periods.
Desired Qualifications
  • Military Medical Supply Chain experience is a significant plus.
  • Experience with continuous integration and continuous delivery concepts and tools, including Azure DevOps Server and Jenkins.
  • Experience with DevOps and cloud services using Infrastructure-as-a-Service, including Microsoft Azure.
  • Experience with containerization and orchestration technologies, including Docker and Kubernetes.
  • Experience with version-control and collaboration platforms, including Git, GitHub, and GitLab.
  • Experience with work-item management tools, including TFS and Jira.
  • Experience with static-code analysis and application-security tools, including SonarQube and Fortify.
  • Experience with Domain-Driven Design concepts and practices.
  • Experience with the Scaled Agile Framework or other scaled Agile environments.
