Requirements
  • A Bachelor’s Degree and/or Master’s Degree in either Management, Business Administration, Computer Science, Mathematics, Engineering or related discipline with five years of experience in management of enterprise projects similar in scope or Bachelor’s Degree in a related discipline with eight years of experience in the management of similar projects
  • Good understanding of Business Analysis and Management Support frameworks including Six Sigma, PMMP, ITGC, COSO, COBIT, ITIL, NIST, FISMA, A123, ISO 27000, SOX 404 and CFOA
  • Proficiency in the most current Microsoft Office Suite (Word, Excel, and PowerPoint) software versions
  • Strong communication skills, both oral and written
  • Experience dealing with senior level internal and/or client personnel
  • Must be a Certified Information Technology Professional (CTP) and/or a Certified Information Systems Auditor (CISA) and/or Certified Internal Auditor (CIA)
  • Ability to provide guidance and direction for multiple enterprise programs in implementing business process development, business re-engineering, and strategic business projects
  • Ability to manage programs of high complexity and direct the completion of multiple projects within estimated timeframes and resource constraints
  • Versatile team leader and team player with good communication, program/project management, Business Analysis and Management Support and Software Development Life Cycle, process/procedure, documentation and interpersonal skills
  • Key Personnel involvement expectations as a Systems Analyst III to serve as a key personnel engagement team member and ensure appropriate substitutions are managed with client evaluation in mind
Responsibilities
  • Provide competent leadership and highly specialized guidance for planning, development and execution of the Technology development and Business Analysis and Management Support lifecycle
  • Serve as a technical expert for Business Analysis and Management Support Team with specialized experience in benchmarks, practices and testing methods
  • Analyze existing systems to make recommendations for future designs to improve efficiency and reduce cost
  • Provide briefings to Federal Deposit Insurance Corporation staff on assessments and recommendations
  • Have extensive experience in systems engineering disciplines (hardware, network, telephony, and operating systems)
  • Possess expert knowledge of Microsoft Office tools to support development of MS Excel spreadsheets, MS PowerPoint slide presentations and MS Word documents
  • Assess and apply multiple organizational and management improvement techniques in a government environment
  • Create and assess performance measurements and maintain knowledge of IT industry, business processes and procedures
  • Conduct process mapping sessions and identify key control points to be tested
  • Manage programs of high complexity and direct completion of multiple projects within estimated timeframes and resource constraints
  • Provide guidance for multiple enterprise programs in implementing business process development, re-engineering, and strategic business projects
  • Identify best practices, re-engineering, change management, business management techniques, continuous process improvement, root cause analysis, IT-planning, develop/recommend IT performance-based metrics
  • Assess and apply multiple organizational and management improvement techniques in a government environment
  • Ensure all work products are complete, accurate and conform to Federal Government Agency standard
