News Longtime government leader Brian Alligood joins WithersRavenel's client experience team. WithersRavenel welcomes Brian Alligood as its newest client experience manager (CXM). Brian has more than 30 years of experience working for municipal and county governments across North Carolina. He recently retired from Beaufort County after serving 11 years as the county manager. Prior to joining Beaufort County, Brian served as the manager for the City of Washington, manager for Granville County, and manager for the Town of Boiling Springs. News Changing the Capital Funding Conversation with Elected Officials. By Keith Pugh, Government Information Liaison, and Jon Mills, Innovation Executive Every budget cycle, infrastructure leaders face difficult questions. Which investments cannot wait? What risks come with delaying maintenance? How can staff explain what different funding levels will mean for community services over time? WithersRavenel explored these questions during its presentation, Changing the Capital Funding Conversation with Elected Officials, at the recent 2026 ASCE Alabama Section and APWA Alabama Summer Meetings. Drawing on its experience in public works, municipal engineering, asset management, and capital planning, WithersRavenel discussed how lifecycle planning can create clearer conversations about infrastructure investment. Its central message was simple: Capital funding conversations should begin with the outcomes a community wants, not only the initial cost. Leave infrastructure better than you found it. A simple principle has guided much of its work: Leave things better than you found them. That idea is especially relevant to public works. Roads, utilities, stormwater systems, public buildings, parks, and fleets existed before many of WithersRavenel assumed responsibility for them. They will continue serving communities long after current staff members and elected officials have moved on. WithersRavenel is temporary stewards of systems with long-term consequences. A water main replacement deferred today may become tomorrow's emergency. A pavement strategy selected now can influence maintenance costs for decades. A building system overlooked during one budget cycle may become an urgent expense for another council or generation of taxpayers. Lifecycle planning helps communities see those consequences earlier and consider what future leaders, residents, and ratepayers will inherit. Move the conversation beyond cost. Capital improvement discussions often begin with a large number: This is how much the project will cost. Elected officials must balance public safety, utilities, parks, growth, affordability, taxes, rates, and other priorities. Anticipating resistance, infrastructure professionals may reduce or delay a recommendation before decision-makers see the full need. In effect, WithersRavenel can begin negotiating against ourselves before the budget conversation starts. Lifecycle modeling creates a different starting point. Instead of asking only, "Can we afford this?" communities can ask: * What level of service do residents expect? * How do WithersRavenel measure service level? * What risks are WithersRavenel willing to accept? * What will current funding accomplish? * How much funding do WithersRavenel need to get to a better service level? * Is there a more cost-effective way to get these results? * What are the consequences of underfunding the CIP? The goal is not to turn elected officials into engineers. It is to give them clear choices they can understand, own, and explain to their constituents. A capital funding request represents more than a project cost. It represents service levels, reliability, accepted risk, and future expenses that may either be prevented or created. Make future needs visible. Infrastructure continues to age whether a community is modeling its lifecycle or not. Deferred maintenance accumulates, risk increases, and future rehabilitation and replacement needs continue to develop. Many communities constructed infrastructure in waves through periods of growth, bond programs, utility extensions, and facility expansions. When assets are built around the same time, their replacement needs may also arrive together. Without long-term visibility, those needs can become a "budget tsunami," a moment when everyone agrees the work is necessary, but the total cost feels unexpected. In most cases, the need was forming for years. It simply was not made visible early enough. Communities do not need perfect data or a comprehensive model of every asset to begin. Start with one asset class, such as pavement, water mains, roofs, pump stations, parks, public buildings, or fleet vehicles. Use the available information to define the desired service level, compare funding scenarios, and show the consequences of delaying investment. The first model does not need to answer every question. It needs to help the community begin asking better ones. Start the conversation now. Its message at the ASCE Alabama Section and APWA Alabama Summer Meetings was urgent but not alarmist: The future is already taking shape, whether a community chooses to examine it or not. Lifecycle planning replaces surprise with foresight. It helps infrastructure professionals communicate needs honestly and gives elected officials meaningful choices while there is still time to act. WithersRavenel's Aaron Varnau, Remote Sensing Field Coordinator, and Chris Godwin, PLS, Remote Sensing Technical Lead, recently presented at the 2026 NCDOT Division of Aviation Hurricane Response Training, sharing real-world lessons from the firm's Unmanned Aircraft Systems (UAS) operations following Hurricane Helene. Hosted by the NCDOT Division of Aviation on June 3 and 4 at the Central Carolina Community College Public Safety Training Center in Sanford, NC, the two-day training brought together nearly 200 participants from state agencies, local governments, emergency management organizations, public safety departments, and industry partners from across North Carolina. The training focused on preparing UAS pilots and response teams to safely and effectively use drones and other emerging technologies during hurricane response operations. Attendees participated in classroom instruction, operational discussions, and hands-on demonstrations designed to improve coordination, situational awareness, damage assessment capabilities, and overall disaster response readiness for communities throughout North Carolina. "Training opportunities like this are important because they give pilots, agencies, and response partners a chance to talk through real-world challenges before they happen," said Varnau. "After Hurricane Helene, our team saw firsthand how valuable UAS, remote sensing, and clear field procedures can be when access is limited and decisions need to be made quickly. Chris and I wanted to share what worked for us, what we learned in the field, and how those lessons can help others be better prepared for similar events across North Carolina." Applying Hurricane Helene lessons to North Carolina's coast. During their presentation, Varnau and Godwin focused on the tools, procedures, and field practices that proved most useful during WithersRavenel's on-demand aerial systems operations after Hurricane Helene. Their discussion also explored how those lessons can be adapted to hurricane response along North Carolina's coast, where flooding, storm surge, roadway washouts, debris, utility impacts, shoreline changes, and rapidly changing site conditions can create challenges for local governments, state agencies, and emergency response teams. The presentation drew from WithersRavenel's work on the NCDOT Hurricane Helene UAS Response in Chimney Rock and Bat Cave, NC. In the aftermath of Helene, WithersRavenel partnered with NCDOT to assess flood and landslide damage in some of Western North Carolina's hardest-hit areas. Working on an expedited timeline, Remote Sensing crews deployed quickly to begin survey work and provide data that supported emergency roadway design. As part of that response, WithersRavenel's UAS team mapped nearly 10 miles of affected terrain using drone-based orthomosaic imagery and LiDAR. The mapped corridors included NC-9 from Bat Cave north to the Buncombe County line and US-64, also known as US-74 ALT, from Bat Cave east to Chimney Rock. Conventional control and property surveys were also completed along the NC-9 corridor to support the design engineer and maintain consistency in NCDOT deliverables. The project presented significant field challenges. More than one mile of roadway was nonexistent due to extensive flooding, and survey control and flight takeoff locations were difficult to access. In these conditions, UAS operations, drone surveying, and remote sensing technology helped teams safely and efficiently collect data in areas that were otherwise difficult or impossible to reach. The data collected helped road design and rebuilding begin in some of the region's most damaged areas. Additional LiDAR surveys were completed to support analysis of new stream alignments along Grassy Creek, Hickory Creek, Reedy Patch Creek, and the Broad River, helping NCDOT study erosion and hydrology impacts from the storm.
