Requirements
  • Must have consecutive employment in a position with comparable responsibilities within the past five years.
  • Must be able to use a computer to communicate via email and be proficient in Microsoft Office Products (Word, Excel, PowerPoint).
  • Bachelor's degree in Business, Construction Management, Technical, Engineering or a related discipline; or an Associate's degree and 7-10 years of practical background or relevant experience in a combination of general or specific areas of focus.
  • Licenses and/or certificates may include CFC, asbestos or other special material handling, supervisor/worker training, or welding certification, once in position.
  • 3-5 years of experience with a Bachelor's degree, or 7-10 years of experience with an Associate's degree in a combination of general or specific areas such as construction, construction management, field engineering, facility support, quality, safety, security, administrative, technical, maintenance and operations.
  • A knowledge of general business and financial practices, along with knowledge of subcontract technical representative requirements.
  • Basic knowledge and understanding of rules and regulations relating to procurement practices as defined under Department of Energy Acquisition Regulation and Federal Acquisition Regulation; additional experience and training may be required depending on program area.
  • Basic understanding of construction execution and construction subcontracts would be beneficial.
  • Excellent written and oral communication skills.
  • U.S. Citizenship is required.
  • A 40 hour work week schedule is anticipated; various schedules may be used (5/8, 4/10, 9/80) with standard facilities access; security clearance not currently required.
  • May be required to complete a Financial Disclosure Statement; must be able to submit to background investigations up to Top Secret or Department of Energy Q clearance.
Responsibilities
  • Perform regular inspections and audits of assigned subcontractors to ensure compliance with regulatory and control programs; prepare periodic reports documenting inspections and observations.
  • Provide maintenance and coordination of specific or general regulatory or control programs to respond to changing site requirements and recommend changes to the subcontract as needed.
  • Assist in the preparation and development of technical specifications and Statement of Work for purchase requisitions or PRCNs; provide technical evaluation of submitted bids when necessary.
  • Provide an identifiable and responsive level of communications interface between the customer organization, procurement and subcontract management for the assigned programmatic area.
  • Review invoices or related documentation from subcontractors for compliance with subcontract terms and conditions; validate progress of acceptable work and recommend payment invoice approval.
  • Prepare periodic status reports documenting fiscal, performance or programmatic compliance and identify areas for improvement; provide recommendations for areas for potential improved compliance, cost effectiveness or efficiency.
  • Identify areas of compliance and control that may require adjustment to ensure compliance with standards and balance efficiency, schedule, and cost effectiveness.
  • Interface with subcontractors and the customer to ensure availability of restraints (permits, access, material, support services) on a timely basis.
  • Interface with subcontractors to ensure 100 percent understanding and compliance with invoice and associated documentation development and submission.
