Requirements
  • A Bachelor's degree in Engineering, Business, or a closely related field and eight or more years of experience in wastewater utilities or job-related experience, or a Master's degree in one of those fields and six or more years of such experience.
  • Four or more years of supervisory or management experience.
  • A valid Florida driver's license at the time of hire.
  • An advanced professional certification from APWA, AWWA, ICMA, or a similar organization is preferred.
  • Familiarity with the overall operations and management of each division is preferred.
  • Proficiency in Microsoft Office software and the ability to become proficient in County-used software such as Maximo, One Solution, OnBase, eGenda, Smartsheet, Workday, and other software the County may utilize is preferred.
  • Advanced knowledge of public utilities management principles, practices, and operations; strategic and business plans; operating budgets; capital improvement plans; and budget monitoring and control is preferred.
  • Passing a pre-employment substance screening is required.
Responsibilities
  • Assist the Director with implementing the department vision and lead the department for maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, and investigating and resolving issues in assigned divisions.
  • Write reports and prepare or supervise the preparation of agenda items and comprehensive public and administrative reports for matters within assigned divisions.
  • Communicate orally and in writing with the County Commission, County Administration, other County departments, the news media, and the general public.
  • Assist with planning and administering annual budgets for assigned divisions, monitor expenditures, research alternative service methods and costs, and recommend improvements.
  • Perform evaluation, planning, and research activities for department programs that meet community needs.
  • Represent the Director and County at public and community meetings, support presentations to the Sarasota County Commission and the public, and serve as an information source regarding assigned Public Utilities divisions.
  • Manage fraud awareness, prevention, detection, and risk mitigation activities; oversee financial, compliance, operational, and performance audits; review audit findings; and ensure appropriate controls are established and implemented.
  • Serve as Department Operations Center Branch Director during emergency events.
  • Keep the Director informed of operational decisions and issues and provide guidance, supervision, coaching, and leadership to division managers.
  • Re-evaluate processes, procedures, budgets, staffing, performance measures, and service efficiency, quality, and cost, and implement changes based on evaluations and industry best practices.
  • Develop a high-performing team and supervise division managers and direct-report staff by assigning and prioritizing duties, conducting performance evaluations, and implementing rewards, recognition, and discipline.
  • Implement and evaluate department policies, projects, and programs and ensure division operations comply with local, state, and federal regulations, worker-safety requirements, and other applicable rules.
  • Facilitate solutions to complex departmental problems.
  • Coordinate and manage activities within assigned areas and with other County departments.
  • Promote effective working relationships, employee development, collaboration, excellence, efficiency, innovation, openness, and teamwork among staff.
  • Provide organizational and community leadership to align public services with Public Utilities and County strategic objectives.
  • Develop strategic partnerships and contacts with community representatives, external agencies, and other organizations.
  • Perform customer service functions and respond to concerns and suggestions professionally.
  • Develop public awareness and participation in Public Utilities programs and activities.
