Requirements
  • Eight or more years of progressively responsible experience in a registrar’s office, academic records, or academic operations function in higher education, including at least three years at the associate registrar level or above.
  • Demonstrated ownership of core registrar systems and processes, having personally led at least one substantial build or rebuild, such as a student information system implementation or migration, a degree audit build, a catalog or curriculum-of-record system, or a transcript and credentialing redesign.
  • A track record of writing academic policy and moving it through institutional governance.
  • Direct participation in accreditation self-study, evidence preparation, site visits, substantive change filings, or annual reporting.
  • Deep fluency in the Family Educational Rights and Privacy Act (FERPA), including practical judgment in ambiguous disclosure situations.
  • Expertise with student information systems, including defining requirements, driving configuration decisions, understanding the underlying data model, troubleshooting at the structural level, and holding vendors accountable.
  • Working knowledge of the federal and state regulatory environment affecting academic records, Title IV eligibility requirements and their records implications, state authorization and reciprocity obligations, and institutional reporting requirements including Integrated Postsecondary Education Data System (IPEDS) and National Student Clearinghouse reporting.
  • Ability to define metrics precisely, interrogate data for integrity issues, produce accurate reporting, and explain discrepancies with confidence.
  • Must reside within the 50 U.S. states or District of Columbia and have full authorization to work in those areas; international work abroad and U.S. territories are excluded.
Responsibilities
  • Draft, socialize, and shepherd through governance the full body of registrar policy, including registration and enrollment, grading, academic standing, satisfactory academic progress, engagement and attendance, leave and withdrawal, transfer credit and prior learning, degree conferral, records retention, and transcript issuance.
  • Own the Academic Catalog's content architecture, approval workflow, version control, publication cycle, and archive; ensure the catalog, enrollment agreement, and student information system configuration remain aligned.
  • Build registrar service infrastructure, including intake and case management, published service-level standards, escalation paths, and student- and faculty-facing self-service documentation.
  • Establish who may change a grade, waive or substitute a requirement, release a record, reverse a withdrawal, or certify a completion, along with the required documentation and audit trail.
  • Lead student information system requirements definition, configuration, academic structure setup, and lifecycle governance; make and defend build decisions with the IT Lead.
  • Define and implement the institutional student-record data dictionary, including enrollment, active status, the unit of academic progress, completion, and good standing.
  • Build data-integrity validation rules, reconciliation cycles, exception reporting, census-date freezes, and period-close discipline; personally certify official data accuracy before it leaves the institution.
  • Set retention and destruction schedules, disaster recovery provisions, permanent record custody, and the teach-out plan required by regulators and accreditors.
  • Set and publish registration, add/drop, census, withdrawal, grading, and conferral dates across programs and terms, aligning them with financial aid, coaching, instruction, marketing, and enrollment operations.
  • Support the enrollment lifecycle, including registration, add/drop, withdrawal, leave of absence, reinstatement, track or program change, enrollment verification, and related learner-facing communication.
  • Build and own the degree audit, encode program requirements, operate progression checks, resolve exceptions and substitutions with documented rationale, and certify candidates for conferral.
  • Design credential issuance end to end, including diploma production, digital credentials, transcript design and legend, secure delivery, and third-party degree verification.
  • With academic leads, set transfer-credit and prior-learning evaluation criteria and faculty consultation protocols; establish articulation from Merit America programs and industry-recognized certifications into college credit, define awarding limits and residency requirements, and administer posting and appeals.
  • Author relevant registrar sections of accreditation self-studies, assemble and maintain the evidence file, and serve as a named institutional respondent in site visits, interim reports, and substantive change filings.
  • Own registrar-side state authorization obligations, including enrollment tracking by state, professional licensure disclosure records, complaint documentation, and coordination with institutional compliance on reciprocity and reauthorization requirements.
  • Define cohorts, census methodology, and persistence, retention, and completion metrics so internal dashboards and external filings reconcile to the same source of truth.
  • Train faculty, coaches, admissions, and student services on records obligations, FERPA, deadlines, and grading practices, translating regulatory complexity into usable instructions.
Desired Qualifications
  • Comfort using artificial intelligence tools to accelerate policy drafting, documentation, and research, with judgment about where they help and where they do not.
  • Experience in emerging or start-up programming, colleges, or universities.
