Requirements
  • 10+ years of experience in a roaming or wholesale roaming role within a mobile operator, hub, or IPX provider, with direct management of relationships with international operators and carriers.
  • 10+ years of experience in carrier interconnect, wholesale roaming, IPX/GRX, telecom vendor management, or a closely related field.
  • Senior-level ownership of strategic suppliers and complex partner relationships.
  • In-depth knowledge of international roaming commercial models, value chain, tariff mechanisms, IOT, wholesale, steering, settlement, and clearing.
  • Thorough knowledge of GSMA standards and procedures, including RAEX/IR.21, AA.12, TAP/RAP, NRTRDE, BCE, IREG, and TADIG processes and workflows.
  • Solid understanding of network and IT aspects supporting roaming, including 2G, 3G, 4G, and 5G architectures and HLR/HSS, UDM, MSC, SGSN/GGSN, MME, S/PGW, UPF, SMF, DRA, and STP network elements.
  • Working knowledge of SS7/MAP and Diameter signalling, GT/point-code and realm routing, DEA/STP, DNS, and IPX interconnect operations.
  • Strong knowledge of SMS interworking, VoLTE roaming using S8HR/LBO, and 5G roaming using SEPP.
  • Knowledge of supporting BSS/OSS systems, including mediation, rating/charging, wholesale billing, clearing systems, TAP processing, fraud management, and steering systems.
  • Demonstrated success negotiating complex telecom agreements, pricing models, service levels, credits, and executive escalations.
  • Ability to turn ambiguous cross-functional issues into structured governance and measurable outcomes, with strong analytical and coordination skills.
  • Fluent written and spoken English.
  • Availability for international travel and participation in industry events and working groups.
Responsibilities
  • Manage and develop relationships with international roaming partner operators, owning the full lifecycle of agreements.
  • Manage relationships with international connectivity and signalling providers, including IPX/GRX carriers, roaming hubs, and SS7/Diameter signalling providers; select providers, negotiate contracts, and monitor service-level agreements.
  • Manage relationships with data and financial clearing houses and hub providers, monitoring billing, disputes, and reconciliations.
  • Coordinate the opening and testing of new roaming relationships.
  • Oversee the exchange of files and documentation between operators, including TAP/RAP, NRTRDE, and RAEX, along with related clearing and reconciliation processes.
  • Negotiate, draft, and maintain agreements and manage the related signing and update process.
  • Analyse roaming performance across traffic, quality, revenue, cost, and margin, and define optimisation strategies for tariffs, steering of roaming, and fraud management.
  • Ensure compliance with applicable regulations and standards, including GSMA standards, European Union roaming regulation, and local regulations, while overseeing regulatory impacts on the business.
  • Interface with Network, IT/BSS, Finance, Legal, Wholesale, and Marketing functions to ensure service delivery and evolution.

  • Experience with NTN, NB-IoT, IoT roaming, or rapidly scaling multi-MNO networks.
  • Familiarity with GSMA processes and signalling or network-visibility platforms.

Space42 taps Skylo for standards-based direct-to-device connectivity via Thuraya-4 satellite

Space42, a UAE-based SpaceTech company, has partnered with Skylo Technologies to deliver standards-based direct-to-device connectivity through its geostationary satellite Thuraya-4. The companies have completed technology integration and demonstrated a bi-directional, real-time voice call over Thuraya-4 requiring no modified SIM or changes to existing operator infrastructure. The partnership integrates Skylo's 3GPP-compliant non-terrestrial network platform with Thuraya-4, enabling satellite and terrestrial networks to function as a unified system. Devices authenticate through existing SIM frameworks whilst extending coverage to rural, maritime and remote regions. Commercial deployment will begin across Thuraya-4's coverage footprint, expanding Skylo's NTN presence across more than 37 countries. The companies are securing regulatory approvals and operator agreements, with deployment expected on a rolling basis.

Blues and Skylo launch first satellite, cellular, and WiFi module with no satellite subscription

Blues has launched Notecard for Skylo, an industry-first module combining satellite, cellular and WiFi connectivity without requiring satellite subscriptions. The product was unveiled at Embedded World in Nuremberg on 9 March 2026 and became available on 10 March. The module automatically switches between three networks — NTN satellite powered by Skylo, narrowband cellular and WiFi — targeting mission-critical industries like transportation, logistics and energy. Traditional satellite IoT solutions require separate hardware and monthly subscriptions; Notecard for Skylo eliminates both, offering pay-as-you-go pricing. The launch follows Blues and Skylo's earlier collaboration on Starnote for Skylo. Blues, a Boston-based device-to-cloud system provider, combines plug-and-play hardware, data routing and fleet management into a single platform for connected products.
