  • Familiarity with Intelligence Community collection-management processes, tools, and methodologies.
  • Familiarity with Intelligence Community agencies and Department of War organizations, including NASIC, MSIC, USSPACECOM, USSF, and NSDC structures and missions.
  • A basic understanding of counterspace operations and associated collection requirements.
  • Familiarity with all-source intelligence-analysis methodologies and their relationship to intelligence and collection requirements.
  • Strong written and verbal communication skills and the ability to convey collection-management products clearly.
  • Ability to work collaboratively under supervision in a matrixed, multi-organization environment.
  • Willingness to travel up to 10% within the United States.

Responsibilities
  • Support the development, submission, and tracking of intelligence collection requirements.
  • Assist in developing and maintaining collection strategies and products that address intelligence gaps and priorities.
  • Monitor and assess collection-management and systems performance to ensure requirements and priorities are satisfied, and adjust requirements as needed.
  • Contribute to maintaining collection databases, tracking tools, and reporting products.
  • Support briefings and presentations of collection-management products to operations staff and senior personnel.
  • Collaborate with analysts and operators to identify and refine intelligence collection requirements.
  • Support the development and implementation of collection-management tactics, techniques, and procedures (TTPs).
  • Maintain awareness of current collection capabilities, limitations, and priorities across the Intelligence Community enterprise.
  • Research and analyze collection-system capabilities and their applicability to space and counterspace intelligence requirements.
  • Support senior collection managers in producing collection-management products and assessments on the status of intelligence gaps.

August 17, 2026 08:00 AM ET FTS International brings a suite of space engineering and orbital analysis services to Noblis. Noblis has acquired a provider of engineering and related support services as part of push to expand further into defense, intelligence and space programs across the federal government. FTS International was founded by CEO John Fitzgerald in 2005 to focus on mission engineering, intelligence analysis, systems integration and other operational support for intelligence and other national security agencies. By purchasing FTS, Noblis is also looking to bolster both its delivery function from concept to sustainment operations and further aid its technology scaling efforts. Financial terms of the transaction announced Monday were not disclosed. "Their mission expertise, highly cleared workforce, and culture of technical excellence complement Noblis' longstanding strengths in scientific research, mission engineering, and innovation.," Noblis CEO Mile Corrigan said in a release. FTS also brings to Noblis a portfolio in space engineering and orbital analysis.
