Requirements
  • At least 15 years of experience in construction management, construction engineering, and construction inspection.
  • At least 6 years of experience in increasing levels of project and client management in the consulting, design, and construction industries.
  • At least 6 years of resident project representation or resident engineer experience.
  • Experience in construction management-at-risk, design-build, and design-bid-build project delivery methods.
  • Knowledge of current state and federal environmental laws and policies related to design and construction.
  • Working knowledge of construction management, cost estimation, and scheduling software tools.
  • Relevant certifications for water- and wastewater-related construction management and inspection.
  • A clean driving record and the ability to drive are required.
  • Accomplished technical professional with proven leadership skills.
  • Strong leadership qualities and the ability to coach and mentor staff.
  • Ability to communicate with clients and the public and respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
Responsibilities
  • Oversee construction projects and programs for private, public, state, and federal projects.
  • Monitor scope, schedule, and budget for construction projects.
  • Prepare and participate in price and technical proposals for clients and internal Dewberry entities.
  • Support growth and ensure the continued success of construction services associated with water, wastewater, storm water, flood control, pipeline, and related infrastructure while maintaining client relationships.
  • Recruit, mentor, and manage qualified personnel.
  • Support business development activities, pursue new clients and potential project leads, and support other business units, departments, and offices by providing construction management, construction inspection, and observation services on planning, design, and construction projects.
  • Manage the financial, strategic planning, and quality improvement aspects of design and construction management service delivery.
  • Perform claims avoidance, risk management, and schedule control activities.
Desired Qualifications
  • Experience with alternative delivery methods, including construction management-at-risk, design-build, and traditional design-bid-build.
  • CMP certification is desirable but not required.
  • Other education, engineering, or construction management degrees are desirable but not required.
  • A Bachelor of Science or Bachelor of Arts degree in Construction Management or Civil Engineering is preferred but not required.

Dewberry promotes Richard Kincheloe to mid-atlantic water business unit manager. Kincheloe leading a 40-person water/wastewater team across four offices in Virginia and Maryland. 07.23.2026 Dewberry, a privately held professional services firm, has announced that Richard Kincheloe, PE, has been promoted to business unit manager for Dewberry's mid-Atlantic water group. Kincheloe is also an associate vice president. Kincheloe has 20 years of experience, including 15 years with Dewberry. He began his career with the firm in 2005 in the Richmond, Virginia, office and has held multiple technical and leadership roles supporting water and wastewater clients. Kincheloe's areas of technical expertise include utility master planning and hydraulic modeling for water and sewer infrastructure; and planning and design of water/wastewater infrastructure, collection/distribution systems evaluation, and pump station optimization. Since rejoining Dewberry in 2018, he has helped support and expand the firm's growing mid-Atlantic water practice from Dewberry's Fairfax headquarters. Kincheloe has helped expand the firm's water resources and technical capabilities through strategic hiring, technical collaboration, and engagement with subject matter experts from across the company. In addition, he serves as the water market sector utility management technology office co-leader, helping advance regional and national business development initiatives through data-driven strategies and tools that improve the effectiveness of marketing and growth investments. In this role, Owen will lead engineering and construction services for large-scale flood resilience projects in coastal and riverine environments and support the growth of Dewberry's risk, response, recovery, and resilience practice nationwide. He is based in the firm's Bloomfield, New Jersey, office. Owen brings over 20 years of experience in geotechnical engineering and previously served as chief civil works engineer for a national consulting firm. In this role, he led the growth of the firm's civil works practice, supporting federal clients on projects spanning dam and levee safety, flood risk management, and risk-informed engineering. Prior to this role, Owen spent 13 years as the geotechnical branch chief for U.S. Army Corps of Engineers Kansas City District, where he led a team of 55 geotechnical and civil engineers, geologists, and drill crew for civil works and military programs. Jermantown Vehicle Service Center EV infrastructure project earns Fairfax County Award of Excellence. Dewberry recognized for sustainable and energy-efficient design. 06.19.2026 Dewberry, a privately held professional services firm, has announced that it has received a 2025-2026 Award of Excellence from the Fairfax County Department of Public Works and Environmental Services Building Design and Construction Division. The award recognizes the firm for its sustainable and energy-efficient design for the Jermantown Vehicle Service Center electric vehicle (EV) charging station project in Fairfax, Virginia. Dewberry's mechanical, electrical, and plumbing (MEP) practice led electrical engineering and construction administration services for EV service equipment (EVSE) design and installation. The new EV charging infrastructure supports up to 14 fleet vehicles and two public vehicles through Level 2 chargers. Installation of the charging stations aligns with the county's Community-Wide Energy and Climate Action Plan (CECAP), which aims for carbon neutrality across Fairfax County government operations by 2040 and community-wide carbon neutrality by 2050. Dewberry is now leading additional projects to support the county's transition to energy-efficient vehicle fleet operations.
