Responsibilities
  • Direct the association's accounting function, including financial reporting and internal controls, and monitor accounting activity for accuracy and integrity.
  • Direct the financial reporting and internal controls team by recommending staffing levels, assigning responsibilities, and making recommendations for budgets, short- and long-range plans, programs, and procedures.
  • Research complex accounting and tax issues, recommend appropriate accounting treatment, and determine the impact on the association's financial position.
  • Implement new accounting pronouncements as appropriate for the association.
  • Manage issues related to preparing and filing the consolidated corporate income tax return and respond to IRS and other outside-agency inquiries for tax information.
  • Establish and interpret the association's financial reporting and accounting policies in accordance with U.S. GAAP, Farm Credit Administration regulations, Funding Corporation reporting requirements, and the Internal Revenue Code.
  • Develop policies and procedures to enhance the accounting system's internal controls and meet applicable regulations.
  • Coordinate monthly, quarterly, and annual reporting to senior management, the board of directors, external stakeholders, and auditors in conjunction with the Director of Accounting and Financial Reporting.
  • Assist in selecting staff, provide training and instruction, conduct performance evaluations, oversee staff accountability, approve personnel actions and salaries, delegate authority, and determine training needs.
  • Maintain internal control documentation and activities for the Financial Reporting and Accounting teams to meet internal controls over financial reporting and audit objectives.
  • Lead remediation efforts for identified control deficiencies.
  • Serve as the association's contact with the external auditor when assigned and prepare annual financial statements for review.
  • Prepare interim financial statements.
  • Prepare quarterly reporting to the Farm Credit Bank of Texas.
  • Work with external and internal auditors to plan quarterly reviews and annual audits of the association's financial data and disclosures.
  • Present information on accounting topics to association personnel and participate in other required projects.
Desired Qualifications
  • CPA certification is preferred.
  • Experience with Current Expected Credit Losses (CECL) and allowance for credit losses (ACL) frameworks is strongly preferred.
