$86 million from teen pregnancy prevention program allegedly redirected to Guidehouse, a firm with ties to HHS staff.

$86 million from teen pregnancy prevention program allegedly redirected to Guidehouse, a firm with ties to HHS staff. A bipartisan, federal program meant to address and reduce teen pregnancy has been overhauled by the Trump administration to instead focus on abstinence. Now, NPR is reporting that the government has awarded the majority of its funding to an unrelated company with ties to the administration. According to NPR, $86 million from the Teen Pregnancy Prevention Program (TPP) has been redirected to a company called Guidehouse, an AI-led professional services firm with no apparent ties to teen pregnancy or reproductive health. * Jeff Bezos backs a platform that lets anyone invest in rental homes for as little as $100 - 6 ways to build wealth like a landlord without actually being one * A single line on your car insurance policy could be inflating your premium by up to 30% - here's what to change * Dave Ramsey warns nearly 50% of Americans are making 1 big Social Security mistake. Here's what it is and 3 simple steps to fix it ASAP NPR is also reporting that members of the government - including staff at the Department of Health and Human Services (HHS) - are former employees at Guidehouse. The defunding. Created in 2010, the TPP has historically distributed about $101 million in federal grants annually to organizations that run programs to reduce teen pregnancy and improve sexual and reproductive health. For the past 16 years, the bipartisan program provided federal funds through a public, competitive process, and money historically went to organizations that ran evidence-based programming to reduce teen pregnancies. According to the Center for Disease Control and Prevention, since 2007 teen birth rates have dropped by about 72%. The Pew Research Center attributes the decline in teen pregnancy in part to better sex education and better access to contraceptives. But in June, the Department of Health and Human Services (HHS) canceled 53 of the 67 existing TPP grants, totaling about $67 million, just two years before the five-year grants were set to expire. According to NPR, termination notices sent to grant recipients said the programs no longer aligned with agency priorities and "[normalized] sexual activity for minors." The program was then restructured and the administration instead sent out requests for programs that promote abstinence rather than pregnancy prevention and reproductive health. On Aug. 18, a federal judge blocked the HHS from implementing sweeping changes to the program, after three impacted programs filed a lawsuit.

Quantum Sky names three evps to lead market-facing business groups.

Quantum Sky names three evps to lead market-facing business groups. * Samantha Moore, Jessica Merriam and Nicole Gibson were appointed to EVP roles * Quantum Sky organized three business groups around its core federal markets * Arlington Capital Partners is backing Quantum Sky Quantum Sky has appointed three executive vice presidents to run business groups organized around its main federal markets. Samantha Moore will lead the Department of War group, Jessica Merriam will head the intelligence and space group, and Nicole Gibson will direct the federal civilian group, Quantum Sky said Thursday. The structure is part of a broader operating model meant to tie growth, technology and operations more closely to customer missions. Andrew Boyd, CEO of Quantum Sky, said the arrangement gives the company a sharper focus as it brings its capabilities to customers. Who are the new Quantum Sky business group leaders? Moore previously served as vice president for Department of War services at SMX. Prior to that, she spent nearly five years at Amazon Web Services, most recently as a strategic technical leader for global national security and defense, and nearly a decade as senior director for space and intelligence systems at Solers, which Peraton acquired in 2019. Following the acquisition, she held the same role at Peraton. Merriam joined Quantum Sky from SilverEdge Government Solutions, where she led the intelligence solutions group through the company's sale to SAIC in 2025. At SAIC, she ran a business supporting intelligence community customers, the Defense Intelligence Agency and U.S. Special Operations Command. She previously served as executive director of intelligence community programs at CACI, overseeing an indefinite-delivery/indefinite-quantity contract worth over $400 million. Merriam also spent more than 20 years as an intelligence officer, including assignments at Special Operations Command and a stint as deputy senior director at the National Security Council covering sub-Saharan Africa policy. Gibson came from Guidehouse, where she most recently led firmwide transformation work spanning talent acquisition, facilities, security and human capital operations, including recruiting structures across the U.S., Canada, Europe and India. She previously served as a partner for defense and security at the firm for more than seven years, leading the national security portfolio covering the intelligence community and the Office of the Secretary of War. Before Guidehouse, she spent nearly 11 years at PwC, rising from manager to principal and working on strategy, change management and process improvement for national security agencies and the geospatial intelligence enterprise. Gibson began her career at BearingPoint, where she spent more than seven years in consulting roles serving public sector clients. She brings more than 25 years of experience in enterprise transformation and business growth. What is Quantum Sky? The company rebranded from Tyto Athene in August, sharpening its focus on AI, cybersecurity, cloud and post-quantum technologies for federal customers. Quantum Sky is an Arlington Capital Partners portfolio company. It named Sean Thompson chief growth officer that same month to oversee enterprise growth strategy. The rebrand followed roughly two years of change, including Boyd's move to CEO; Cutter Brenton's appointment as chief AI officer; and acquisitions covering space software, managed cybersecurity, cloud compliance and intelligence community IT. Michael Lustbader, a managing partner at Arlington Capital Partners and a Wash100 Award winner, said Arlington and Quantum Sky are investing in quantum computing and other technologies to support the latter's expansion into key federal markets.

Guidehouse names new leaders for financial services, growth. Guidehouse has appointed Ed Meehan as financial services leader, Ryan McKeon as chief growth officer, and Matthew Moosariparambil to lead the banking, insurance and capital markets practice. "The organizations that will lead over the next decade are those that can adapt faster, harness emerging technologies responsibly, and translate change into measurable results," said Scott McIntyre, CEO of Guidehouse. "These strategic appointments position Guidehouse to meet this moment. As our clients navigate unprecedented shifts in technology, regulation, and competition, we are aligning our leadership around the opportunities that will define the future of financial services and the value we create for clients." Meehan brings over 30 years of leadership experience in advisory, business growth, client service and industry strategy. He most recently served as CGO at Guidehouse and has helped drive the firm's growth strategy, strengthen strategic account development, and expand market presence across the commercial and public sectors, the company said. Now, Meehan will help financial services clients address transformation, modernization, regulatory complexity and emerging technology opportunities. "The financial services industry is entering one of its most consequential periods of change as AI, digital assets, evolving regulations, and new customer expectations reshape the market," said Meehan. "Success will depend on an institution's ability to modernize while maintaining trust, resilience, and performance. I look forward to helping leaders move quickly and confidently through this period, build the agility needed to capture new sources of value, and keep pace with a rapidly changing market." McKeon was most recently Guidehouse's global sales leader, and will now lead the growth strategy, sales, marketing and commercial excellence organization worldwide. He'll apply his mission expertise with forward-deployed engineering, AI-enablement and technology. McKeon began his career as a software developer and has spent over two decades leading modernization initiatives for government and commercial organizations. "The pace of technology has never been faster, and it will only accelerate from here," said McKeon. "Work that once took years is happening in hours. That expands the horizon of what leaders can set out to do. Our focus is helping clients take full advantage of this opportunity by bringing people who deeply understand their operations and embedding AI into the work itself, enabling change at the scale and speed their missions demand. Moosariparambil is a certified public accountant and has led large-scale transformations, M&A, risk and compliance initiatives for banks, insurers, fintechs and private equity firms. "Financial institutions are under pressure to improve performance while strengthening governance, managing risk, and modernizing core operations," said Moosariparambil. "Executing at scale without destabilizing the business is what separates plans from results. We are helping clients close that gap by combining deep industry knowledge with the experience to execute, not just advise." John Saad, president of Guidehouse, said, "Ed, Ryan, and Matt each have a unique combination of industry expertise, client focus, and execution experience. Together, they strengthen our ability to solve increasingly complex challenges, deepen trusted client relationships, and help leaders achieve their most important objectives."
