In Maharashtra, however, Food Safety Commissioner Tukaram Mundhe has brought a markedly different approach, launching aggressive field operations that are drawing attention across the state. Recent raids, licence suspensions, food seizures, and action against major restaurant chains have signaled a shift toward stricter enforcement and public accountability. Under his leadership, the Maharashtra Food and Drug Administration (FDA) has intensified surprise inspections at restaurants, hotels, warehouses, and food businesses. The focus has been on identifying hygiene violations, poor storage practices, pest infestations, expired products, and breaches of food safety norms. Rather than relying solely on documentation provided by businesses, officials have conducted on-site inspections to assess actual conditions in kitchens, storage facilities, and food handling areas. One of the most high-profile actions came during a statewide inspection drive covering 104 outlets of major food chains, including Domino's, KFC, Pizza Hut, McDonald's, Subway, Burger King, Starbucks, and Monginis. The operation resulted in 95 improvement notices, suspension of multiple food business licences, and closure orders for establishments found to be in serious violation of food safety standards. ANI 13 Aug 2026, 10:01 GMT+ Mumbai (Maharashtra), [India], August 13 (ANI): The Maharashtra Food & Drug Administration (FDA) on Tuesday suspended the food-business licences of four Domino's Pizza outlets operated by Jubilant FoodWorks Ltd. following inspections that revealed multiple food-safety and hygiene violations. The affected outlets are located in Vile Parle West, Borivali West, R-City Mall in Ghatkopar, Mumbai and Malakapour in Karad, Satara. According to the FDA, the outlets reported inadequate hygiene and sanitation, pest-control issues, improper food storage, temperature monitoring, a lack of segregation between raw and ready-to-eat foods and incomplete food-safety records. The regulatory action was taken under the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011. Earlier, the Maharashtra Food and Drug Administration (FDA) launched a statewide crackdown on Ayurvedic drug manufacturers after inspections found serious violations of prescribed manufacturing and quality-control standards at several establishments. The FDA inspected 434 licensed Ayurvedic drug manufacturing establishments across Maharashtra as part of a statewide inspection drive to assess compliance with the Drugs and Cosmetics Act, 1940, the Drugs and Cosmetics Rules, 1945, and Schedule T, which lays down Good Manufacturing Practices (GMP) requirements for Ayurvedic, Siddha and Unani medicines. Following the inspections, 135 manufacturers were issued show-cause notices for various violations and instances of non-compliance. The establishments have been directed to explain the violations detected during inspections and comply with the prescribed requirements. In the most serious cases, the FDA has permanently cancelled the manufacturing licences of 10 Ayurvedic drug manufacturers after finding major violations that could affect the quality, safety and efficacy of medicines and pose a public health concern. The violations found during inspections included the absence of qualified or approved technical personnel and instances of manufacturing being carried out without competent technical staff. Several establishments were also found to have non-functional quality-control departments and lacked the machinery and equipment required for manufacturing and testing. The action was ordered by the Ayurvedic Licensing Authority of the Maharashtra FDA after the violations were assessed as extremely serious from the standpoint of medicine quality, safety and efficacy. After accounting for a loss from discontinued Dunkin' brand operations, the company's overall standalone profit for the period rose to ₹69.6 crore vs ₹66.7 crore a year ago. The regulatory actions were taken due to direct violations of the Food Safety and Standards (Food Business Licensing and Registration) Regulations, 2011, specifically pertaining to the mandatory hygiene and sanitary practices outlined in Schedule 4. The suspended outlets are located in Vile Parle, Borivali, and Ghatkopar. The action taken by the Tukaram Mundhe-headed Maharashtra FDA also led to the suspension of a Domino's outlet in Karad. The most extensive list of violations was recorded at the Domino's Pizza branch located inside R-City Mall on Lal Bahadur Shastri Marg, Ghatkopar (West). The outlet also lacked essential records regarding its food handlers, such as proof of cleanliness, medical examinations, licensing, and the use of protective gear like gloves and aprons. Additionally, management was unable to provide routine food and water testing reports, calibration and preventive maintenance records, or demonstrate an effective protocol for resolving customer complaints. Similar regulatory breaches led to the suspension of two other locations. The licence for the Vile Parle (West) outlet - situated at Shop Nos. 6, 8, and 10 on S.V. Road (D.J. Road corner) - was suspended after inspectors recorded multiple violations of Schedule 4 requirements. A third suspension was issued to the Borivali (West) branch, located on the ground and first floors of Shop No. 14 on Veer Savarkar Road, near the St. Francis School Ground in IC Colony, which was also penalized for failing to adhere to the mandated food safety protocols. According to an FDA press note, the three Mumbai outlets facing licence suspension are located in Vile Parle (West), Borivali (West) and R-City Mall in Ghatkopar (West). The licence of the Domino's Malkapur outlet in Satara's Karad was also suspended. The action was taken during a special inspection drive conducted between July 10 and August 11, 2026, the FDA said. Five Major Chain Restaurant Outlets Face Action The FDA also suspended the licence of a Sapphire Foods India Ltd. outlet in Karad, Satara, taking the total number of major chain restaurant outlets facing licence suspension in the action to five. Sapphire Foods India operates popular fast-food chains including KFC, Pizza Hut and Taco Bell in India. Food Storage, Hygiene And Pest Control Lapses The inspections at the Domino's outlets found deficiencies related to food storage, hygiene, pest control, temperature monitoring, cleaning and sanitation, food testing and maintenance of food-safety records. At the Vile Parle outlet, inspectors flagged deficiencies in drinking water and food storage arrangements, pest-control and hygiene facilities, temperature monitoring of frozen food, sanitation of food-preparation areas and hand-washing facilities. The R-City Mall outlet was found to be lacking an appropriate Cleaning and Sanitation Schedule, effective pest-control records and proper FIFO/FEFO practices. Inspectors also flagged the absence of food-grade certification for materials coming into contact with food, along with deficiencies in hygiene compliance and food and water testing records. The Malkapur outlet in Satara was also found to have several non-compliances related to infrastructure, equipment, cleanliness and pest control. Separate Oven, Pizza Segregation Issues At Sapphire Foods Outlet At the Sapphire Foods outlet in Karad, the FDA flagged issues concerning the preparation of vegetarian and non-vegetarian pizzas. The violations included the absence of a separate oven and proper segregation arrangements, inadequate segregation of pans used for baking pizzas, and deficiencies in packaging information, including packing and expiry dates on sauces and toppings. FDA To Continue Food Safety Inspections The action against the Domino's outlets is part of a wider food-safety enforcement drive across Maharashtra.
