Requirements
  • A bachelor's degree in accounting, finance, health administration, business administration, or a related field is required.
  • At least 9 years of progressive experience in health plan finance, managed care finance, or related healthcare financial operations is required, with demonstrated depth in financial controls, reporting, and accounting.
Responsibilities
  • Build and sustain financial operating systems, reporting cadences, budget processes, vendor financial controls, and regulatory compliance frameworks supporting EHP's growth, governance, and fiduciary obligations.
  • Own EHP's vendor financial management function.
  • Manage and direct Third Party Administrator and Pharmacy Benefits Manager invoice reconciliation, payment accuracy controls, and payment integrity oversight.
  • Oversee financial performance of key vendors by tracking contract compliance, unit cost trends, and administrative fee performance against contractual terms.
  • Lead contract financial review and interpretation across vendor and provider agreements, flag financial risk, and ensure alignment with budget assumptions.
  • Support senior leadership in strategic Third Party Administrator, Pharmacy Benefits Manager, and stop-loss carrier contract negotiations with current financial performance data.
  • Own EHP's regulatory compliance function in partnership with third-party compliance advisors and internal legal and compliance leadership.
  • Maintain EHP's compliance program for applicable self-funded plan regulations, including ERISA, HIPAA, the Affordable Care Act, and Consolidated Appropriations Act transparency and Mental Health Parity requirements.
  • Oversee preparation and timely submission of required regulatory filings and applicable state filings.
  • Coordinate internal and external audit processes, maintain compliance documentation and internal controls, and build direct regulatory expertise as the compliance function matures.
  • Serve as a financial partner to senior leadership on actuarial and complex financial matters, including incurred but not reported reserve management, claims lag analysis, and pharmacy rebate accounting.
  • Develop and maintain incurred but not reported reserve reporting and reconciliation, validating lag assumptions and reserve estimates against the plan's reserve fund with external actuaries.
  • Own the accounting methodology for pharmacy rebate accruals, claims runout, and other complex reserve items.
  • Participate in annual rate-setting and pricing by providing financial data inputs, grounding actuarial assumptions in operational and claims experience, and contributing financial judgment to pricing analysis.
  • Provide financial data inputs for stop-loss program reporting and benefits design financial modeling.
  • Manage and develop a team, and hire and direct additional staff as EHP scales to support reserve, compliance, and senior leadership modeling needs.
  • Provide direction, professional development, and performance management for direct reports.
Desired Qualifications

  • A master's degree in business administration, health administration, or a related field is preferred.
