Requirements
  • Six years of professional procurement and contracts experience, including solicitations, bid evaluations, contract negotiation, development of contract standards and procedures, and development of multi-year or major high-value multi-commodity agreements, or equivalent work experience.
  • Supervisory or lead-capacity experience.
  • A bachelor's degree from an accredited institution, preferably in Procurement, Business Administration, Economics, or a related field.
  • In lieu of the required degree, a high school diploma and a minimum of three procurement training certifications achieved within the last three years from a recognized procurement or supply-chain organization or a federal, California State, county, or city public agency.
  • Current and extensive knowledge of public procurement law, methods, procedures, and best practices, including public-agency contracting principles, request for proposal/request for quotation preparation, Public Works, contract negotiation, contract law, and basic financial analysis.
  • Proficiency in automated purchase requisition and contract management systems.
  • Ability to compose clear and concise reports, recommendations, and correspondence.
  • Ability to use computers and appropriate procurement software systems effectively.
  • Ability to work independently.
  • Ability to lead others.
  • Ability to establish and maintain effective relationships with department officials, company and vendor representatives, and staff members.

Responsibilities
  • Formulate goals consistent with IEHP’s Strategic Plan and Mission, Vision and Values while adhering to public procurement policies, industry standards, best practices, and procurement and supply-chain strategies.
  • Analyze data and issues, apply problem-solving capabilities and sound judgment, efficiently utilize public resources, and identify and implement procurement-management and administration best practices.
  • Supervise and assign procurement-related activity planning, proposal evaluation, contract negotiation and renewals, and invoice-related issue resolution, and recommend awards to the Procurement Manager.
  • Manage procurement processes from initiating solicitations through contract negotiations, awards, and contract administration throughout the contract life cycle.
  • Develop and maintain contract or bid files and distribute documents to interested parties as needed.
  • Review and recommend solutions based on departmental policies, procedures, State and Federal procurement and contract regulations, and First Tiered Downstream and Related Entities requirements.
  • Perform sanction-exclusion screening and vendor screening.
  • Ensure fiscal compliance on all procurement activities.
  • Read and interpret rules and regulations; collect, organize, and evaluate information; identify alternative solutions; and project the consequences of decisions and recommendations.
  • Negotiate complex contracts and procurement-related agreements covering vendor and IEHP responsibilities, delivery of services, contract terms, special pricing arrangements, and other essential provisions.
  • Advise management on contractual rights and obligations and interpret terms and conditions with oversight from Legal.
  • Identify and complete process-improvement methods concerning procurement and supply problems, ensuring outcomes are fair, reasonable, and lawful.
  • Collaborate with key stakeholders and Legal to resolve contract- and procurement-related questions and concerns.
  • Lead highly complex solicitations submitted by internal departments.
  • Oversee staff bidding and contracting work to meet organizational timelines and resolve escalated issues that cause or may cause unforeseen delays.
  • Draft, review, and revise complex contracts and solicitations; conduct contract negotiations and management; and enforce contract provisions.
  • Train staff on policies, provide direction and technical guidance and feedback, provide improvement training, conduct performance evaluations, assist with performance-goal setting, and allocate resources.
  • Participate in the interview-selection process and provide assessments to the Procurement Manager.
  • Assist the Procurement Manager and Director in reviewing single-source and sole-source requests, vendor protests, and non-compliance issues.
  • Investigate disputes and complaints and provide information to the Procurement Manager and Director for resolution.
  • Develop and review vendor corrective-action plans for issuance by the Procurement Manager and Director.
  • Collaborate with internal business-unit partners to provide guidance and improve processes.
  • Assist the Procurement Manager and Director in assessing procurement business use cases and initiating discussions or assessments concerning forecasted costs, budgetary factors, data security, compliance, and legal considerations.
  • Perform other duties as required to ensure successful health-plan operations.
Desired Qualifications
  • Possession of a certificate as a Certified Purchasing Manager or Certified Professional in Supply Management by the Institute for Supply Management.
  • Six Sigma Certification.
