Requirements
  • A bachelor's degree in Engineering, Computer Science, or a related discipline is required.
  • At least 7 years of experience in programmable logic controller and supervisory control and data acquisition system design and programming is required.
  • Advanced experience with one or more major programmable logic controller platforms, such as Rockwell Automation, Schneider Electric, or Siemens, is required.
  • Experience with one or more supervisory control and data acquisition or human-machine interface platforms, such as Ignition, Wonderware/AVEVA, or Rockwell Automation FactoryTalk, is required.
  • Working knowledge of Structured Query Language databases and industrial historians is required.
  • Experience in control strategy development and system commissioning is required.
  • Working knowledge of industrial networking and basic cybersecurity principles for control systems is required.
  • Working knowledge of common industrial communication protocols is required.
  • Demonstrated project management and client coordination experience is required.
  • Excellent written and verbal communication skills are required.
  • A valid driver's license and eligibility to drive for business under the company's insurance requirements are required.
Responsibilities
  • Develop, test, maintain, and update supervisory control and data acquisition and programmable logic controller programs for monitoring and controlling plant and process systems.
  • Design and configure programmable logic controller logic and human-machine interface applications for water and wastewater processes.
  • Develop and maintain supervisory control and data acquisition standards for consistency, scalability, cybersecurity, and reliability.
  • Query databases and historians for historical data to support utility report development.
  • Apply advanced knowledge of instrumentation and automatic control of dynamic processes to promote safe, reliable, and efficient operability.
  • Design advanced control strategies, including proportional-integral-derivative control, sequencing, interlocks, redundancy schemes, and fail-safe systems.
  • Design and develop control systems including instrumentation, panels, field devices, and associated equipment.
  • Develop Piping and Instrumentation Diagrams, control narratives, Standard Operating Procedures, and technical specifications.
  • Provide controls and instrumentation expertise in multidisciplinary electrical, instrumentation, and controls design and review activities.
  • Coordinate with electrical engineers to align instrumentation and automation system design.
  • Contribute to the development and implementation of supervisory control and data acquisition master plans.
  • Exercise independent technical judgment on complex control system assignments and provide technical direction to project teams.
  • Perform engineering services during construction, including submittal review, Requests for Information responses, and field observations.
  • Support control system installation, startup, commissioning, and troubleshooting activities.
  • Coordinate with contractors, integrators, and field personnel to support system implementation.
  • Apply Cyber-Informed Engineering principles and operational technology cybersecurity practices to control system design, programming, and modernization.
  • Evaluate control system vulnerabilities, critical assets, system dependencies, and operational risks to improve infrastructure resilience and continuity.
  • Support secure operational technology architectures and practices, including network segmentation, secure remote access, user access management, system hardening, and patch management coordination.
  • Develop and support mitigation strategies to enhance the security, reliability, and resilience of critical control systems.
  • Support America's Water Infrastructure Act Risk and Resilience Assessments, Emergency Response Plan updates, and related documentation and reporting.
  • Lead the technical delivery of projects involving programmable logic controller programming, supervisory control and data acquisition configuration, control system integration, and infrastructure modernization.
  • Develop scopes of work, schedules, budgets, and project execution plans.
  • Lead project meetings and coordinate multidisciplinary teams.
  • Lead and coordinate technical staff with emphasis on workload planning, task delegation, and delivery accountability.
  • Provide mentorship and training to junior and mid-level technical staff.
  • Perform quality assurance and quality control reviews of technical work products before client delivery.
  • Prepare and review invoices and monitor project financial performance.
  • Provide leadership supporting project delivery aligned with schedule, scope, and budget objectives.
  • Interface directly with clients and external organizations to define system requirements and provide technical leadership.
  • Develop scopes of work and fee estimates and contribute technical content to proposals.
  • Participate in client interviews and project pursuits.
  • Support sector and cross-sector standards development initiatives.
  • Network at conferences and professional organization meetings to support industry engagement and business development.
Desired Qualifications
  • Professional Engineer license.
  • Project Management Professional certification or equivalent project management training.
  • Experience in water, wastewater, utilities, or critical infrastructure sectors.
  • Experience supporting infrastructure resilience, risk assessment, or America’s Water Infrastructure Act-related projects.
  • Experience developing supervisory control and data acquisition master plans and standards.
  • Knowledge of ISA/IEC 62443 and industrial cybersecurity best practices.
  • Experience presenting technical topics to clients, industry groups, or professional organizations.
