Council to decide on 'farm' on N. Caraway.

Council to decide on 'farm' on N. Caraway. * By Keith Inman Sun Staff Writer * 5 hrs ago JONESBORO - City council members will decide Tuesday whether to allow a farm-like development on North Caraway Road to move forward. The council will hear the final reading and vote on a rezoning ordinance proposed by Pediatrics Plus to use 17.27 acres at 1004 N. Caraway for a pediatric therapy center. The land, currently zoned for R-1 single family residential, would be rezoned to PD, planned development. Company spokesman David Tapp said at previus meetings that a 12,000-square-foot farm house would anchor the property. The farm-like setting will allow staff to work with autistics. The company has similar facilities at Bryant, Cabot, Conway, Elm Springs, Rogers and Searcy, Operations would be limited to daytime hours. The land is near the intersection of Caraway Road with Greensboro Road. Also Tuesday, the council will hear the first of three required readings of a proposed ordinance that would amend the city's stormwater drainage manual. Language in the manual will be revised to conform with revised regulations adopted by the Arkansas Department of Environmental Quality, Craig Light, the city's chief engineer, said. Two new rezoning proposals are also set to receive their first readings. NK & Sons Investment seeks to rezone 1.41 acres at 2038 N. Church St. from C-3 general commercial zoning to RM-12 residential multifamily. The developer originally proposed RM-16 zoning, which would have allowed construction of 22 housing units. The current proposal would limit construction to 12 housing units for the gated community. The council will also hear the first reading of a proposal by Southern Hills Real Estate LLC to rezone 7.56 acres at 1400 Southern Ridge Blvd. From R-1 single family residential to C-3 commercial with a limited use overlay. The property is east of the Southern Hills planned use development along the newly-constructed three-lane connector between South Culberhouse Street and Southwest Drive. A proposal by Halsey Land Company is scheduled for a second reading. Halsey seeks to rezone 3.37 acres at 2911 Brown's Lane, south of Race Street, from R-3 residential multifamily high density to C-3 general commercial. John Easley, Halsey's consulting engineer, said the property is the former site of a nursing home, and pointed out that all property surrounding it is already zoned for commercial development. Also Tuesday the council will be asked to schedule a public hearing on a request by David Clifft to abandon a 15-foot-wide alley 1812 and 1816 Henry Street. The council will meet at 5:30 p.m. in Municipal Center, 300 S. Church St. The council's Public Safety Committee will meet at 5 p.m.
