Requirements
  • A preferred bachelor's degree in Construction or a Civil-related field, such as Civil Engineering, Construction Management, or Construction Engineering Technology, or equivalent relevant experience.
  • Preferred 5+ years of experience in multifamily or wood-frame construction projects, with stable employment history and a proven track record.
  • Proficiency in Excel, Word, and Outlook.
  • A valid driver's license is required.
Responsibilities
  • Plan projects overall, including buyout scheduling, budget management, contract negotiations, subcontractor selection, and project accounting, while providing technical direction and ensuring compliance with quality standards.
  • Chart project objectives and plans, set performance requirements, and select project participants.
  • Optimize the use of labor, materials, and equipment and ensure procurement on cost-effective terms.
  • Coordinate project operations and develop communication mechanisms for resolving conflicts among project participants.
  • Review contract documents for cost-effective building practices and constructability.
  • Prepare scopes of work, assist estimating with soliciting bids, review and qualify bids, and consult with Senior Management before subcontract awards.
  • Generate and review the project budget during preconstruction, including assumptions and qualifications statements.
  • Establish and maintain the buyout schedule.
  • Make best efforts to contract with minority- and women-owned business enterprise trades and suppliers and track and report participation as required by contract.
  • Negotiate pricing and terms with subcontractors and suppliers.
  • Generate contracts and purchase orders within the appropriate timeframe to allow work to begin within schedule constraints.
  • Review, understand, and execute provisions contained within Owner Contract Documents throughout the project lifecycle.
  • Maintain the budget based on the monthly forecast, update it weekly, and provide accurate and timely cost projections for monthly reviews.
  • Investigate cost-saving methods, materials, and procedures.
  • Identify and track cost issues and changes in revised plans, specifications, and requests for information to ensure projections are reflected in the budget.
  • Maintain records of field work orders and change orders and their impact on job cost and the construction schedule.
  • Advise the project team of potential impacts to the project budget.
  • Document subcontractor back charges in writing and close them through change orders or other negotiated resolutions.
  • Review and approve invoices, monitor approval progress, and ensure timely payment of vendor invoices and subcontractor draws.
  • Generate monthly draw packages and verify that all subcontractor costs are captured within established funding deadlines.
  • Resolve contractual disputes with subcontractors and suppliers and negotiate change orders.
  • Ensure budget accuracy and final project cost at closeout.
  • Obtain refunds for construction deposits and releases for bonds posted during construction.
  • Document and address quality issues with subcontractors and maintain adherence to quality standards.
  • Create project-specific contract specifications and scopes of work.
  • Conduct periodic site visits to verify compliance with construction documents, commitments, and timelines.
  • Ensure third-party consultants and the design team perform appropriate site inspections and report compliance with project documents.
  • Review testing reports and ensure threshold inspections are documented for compliance with authorities having jurisdiction and project documents.
  • Review reports and document closure of issues identified by consultants or inspectors.
  • Obtain and verify warranty documents against contract requirements and project specifications.
  • Coordinate with the Operations Manager, Project Superintendent, and Scheduling Department to prepare the construction schedule and submit it to Senior Management for approval.
  • Verify schedule assumptions during subcontractor scope reviews and document schedule requirements in subcontracts and purchase orders.
  • Review and update the construction schedule weekly with the Project Superintendent and Scheduling Department.
  • Identify and report schedule impacts or challenges that could delay the project in weekly and monthly meetings.
  • Document and address schedule delays with subcontractors.
  • Monitor the process for obtaining certificates of occupancy within the project timeline.
  • Track building turn schedules accurately in company systems and update them as required.
  • Track weather delays with the superintendent and generate substantial-completion change requests under Owner Contract requirements.
  • Maintain safety standards, evaluate hazards and risks, coordinate required subcontractor safety documentation with the Safety Department, coordinate preconstruction safety meetings, and assist in resolving safety conflicts or violations.
  • Assist with obtaining information required for loan closing.
  • Identify design and construction elements likely to create disputes and claims.
  • Distribute revised plans and specifications to the Project Superintendent, field personnel, and subcontractors.
  • Procure, receive, track, review, distribute, and obtain approval for shop drawings, submittals, and requests for information.
  • Maintain the submittal log and expedite approvals to avoid delaying job progress.
  • Work with the Project Superintendent to anticipate and avoid construction project problems.
  • Prepare and manage project meeting documents, facilitate or attend project team meetings, and generate minutes for meetings facilitated by NRP.
  • Communicate daily with the Project Superintendent regarding project problems.
  • Serve as a key client link and review team deliverables before sending them to the client.
  • Assemble, distribute, and file as-built drawings, warranties, certificates of occupancy, and final lien releases.
  • Organize and file documents required for the owner's closeout manual.
  • Ensure subcontracts and certificates of insurance are executed and filed before subcontractor work begins.
  • Ensure required performance and payment bonds or letters of credit are filed or received and released as required.
  • Prepare and distribute monthly owner's reports.

  • Knowledge of Timberline, Bluebeam, Adobe, and OnScreen Takeoff software.
  • OSHA 30-hour training.
  • First Aid and AED training.
  • Additional safety certifications.

The NRP Group has appointed Andrew Bailey as vice president of development for Ohio and the Midwest. Bailey brings nearly 20 years of experience in housing policy, public finance and real estate development. In his new role, Bailey will oversee deal origination, site acquisition and public-private partnerships, focusing on affordable, workforce and market-rate housing. He will report to Aaron Pechota, executive vice president of development. Bailey previously served as vice president of real estate development at CHN Housing Partners, leading a 10-person team across Ohio, Michigan and Pennsylvania. Before entering the private sector, he directed planning, preservation and development for the Ohio Housing Finance Agency, overseeing the allocation of the state's LIHTC programme and administering over $1 billion in credits and loans.
