Requirements
- A high school diploma is required.
- Prior experience with up-to-date general cleaning practices and procedures is required.
- Background knowledge of completing and maintaining company records for payroll, supply requisitions, vehicle inspections, equipment inventory, disciplinary documents, training records, and file systems is required.
- Knowledge of the contract statement of work is required.
- Experience producing work schedules based on workload is required.
- Must be authorized for coverage under agency insurance when operating an agency vehicle, have a good driving record, a valid driver’s license in the state or territory of contract operation, and/or the required level of personal auto insurance.
- Must satisfactorily complete a background check per company requirements.
- Must be able to obtain a Department of Defense Secret security clearance.
- Must be able to communicate tactfully and maintain confidentiality.
- Must have adequate spoken communication, including adequate volume of speech.
- Must have adequate writing, reading, and mathematics abilities.
- Must be able to operate a computer and be knowledgeable in Microsoft Word, Excel, and PowerPoint.
- Must have proficiency in general reporting and basic case file management.
- Must have strong organizational, project planning, and management experience, with analytical and multitasking skills.
- Must have effective listening, verbal, written communication, and interpersonal skills.
- Must be able to change routines positively, follow through on assignments independently, and maintain attention while identifying problems and resolving them.
- Must be able to analyze variables and choose effective courses of action, resolve problems and conflict, make decisions in emergencies, exercise good judgment to maintain a safe work environment, maintain confidentiality, and maintain good attendance and stable work behaviors.
- Must be independently mobile on all surfaces, move safely about the work area, retrieve items from high and low areas, perceive size, discrimination, temperature, shapes, and/or textures, and have the stamina to work at least eight hours per day.
- Must have adequate ability for conversation, telephone use, and emergency information systems.
Responsibilities
- Supervise assigned crew leaders, lead workers, janitorial custodians, and floor technicians, ensuring work meets or exceeds the contract statement of work and employees meet behavior, production, and quality requirements.
- Monitor programs to ensure proper application of manpower, equipment, and supply budgets; support company quality and safety goals and improve quality by refining processes and procedures.
- Employ a zone workforce of adequate size and capability to complete scheduled work, including promptly replacing employees who are absent, on vacation, or leaving employment.
- Interview and select prospective candidates for employment.
- Orient new employees by explaining their duties, providing a familiarization tour, and assigning reference worksheets.
- Train employees on procedures for reporting and responding to fires, hazardous conditions, and items requiring immediate repair.
- Ensure personnel are trained to perform work using safe, current cleaning procedures and methods.
- Assign employee work and verify it is performed properly and within the area's budgeted time.
- Balance zone workloads monthly to align assignments with expected production rates and distribute work as equally as possible among assigned employees.
- Maintain attendance records for assigned personnel and review results with the project management team monthly.
- Complete weekly payroll management documents and submit them to the Office Manager for processing.
- Maintain a company journal documenting significant events and actions in the assigned area.
- Arrange access to buildings and areas requiring janitorial work outside normal duty hours.
- Ensure employees lock restricted areas after cleaning and return keys to the office for safekeeping.
- Schedule periodic floor work with the floor crew and building custodians to meet the performance work statement and required quotas.
- Inspect areas periodically to verify cleaning quality and that supplies are properly labeled and neatly stocked.
- Address improper conduct through informal counseling, verbal warnings, and written warnings; suspensions and terminations are handled jointly with the Operations Manager, Project Manager, and Vice President of Phoenix Service.
- Write performance appraisals and brief supervised employees in accordance with company directives.
- Report operational problems beyond the supervisor’s ability to remedy to project management.
- Respond initially to customer complaints, document actions, and follow up to ensure customer satisfaction.
- Participate as a safety observation supervisor and complete required STOP documents.
- Promptly report employee workplace accidents to the administrative office and project management, and complete incident and first report of injury forms for notification to the Director of Human Resources.
- Arrange or provide safe transportation for employees who need to visit a Workers’ Compensation doctor.
- Prevent equipment and facility abuse by instructing employees in and promoting adherence to company rules and regulations.
- Inspect assigned equipment periodically and report broken, unsafe, or faulty equipment to the equipment mechanic.
- Ensure assigned vehicles are safely transported, cleaned, and inspected, and that weekly inspections are documented.
- Ensure cleaning discrepancies recorded by quality control personnel are cleared promptly.
- Inventory assigned equipment annually or as directed by the Operations Manager or Project Manager.
- Perform customer satisfaction survey duties for the assigned area according to the company quality control plan.
- Schedule zone leave requests to ensure adequate manpower for required work and act as the initial approval authority for assigned employees’ leave requests.
- Schedule, prepare agendas for, and conduct monthly zone meetings to share relevant company information with assigned employees.
- Coordinate with assigned employees to ensure required paperwork is completed and meetings are attended.
- Perform other duties as assigned.

- Three or more years of experience managing janitorial employees is desired.
- Experience supervising personnel with disabilities who work under a collective bargaining agreement is desired.
