Requirements
  • A master's degree in education, public administration, business administration, or a closely related field.
  • Ten years of education or human resources experience.
  • Five years of managerial experience.
  • Comprehensive knowledge of public school system policies and human resources programs.
  • Comprehensive knowledge of federal, state, and local regulatory requirements applicable to school system human resources programs.
  • Comprehensive knowledge of Microsoft Word, Excel, Access, PowerPoint, and Google Apps.
  • Ability to provide effective leadership for a large and diverse staff.
  • Ability to maintain confidentiality of employment information.
  • Ability to maintain professional and emotional control under stress.
  • Ability to communicate effectively orally and in writing, including preparing complex reports and making formal oral presentations.
  • Ability to establish and maintain effective working relationships with school officials, school administrators, teachers, support staff, and community groups.
  • A valid North Carolina motor vehicle operator's license must be held and maintained.
Responsibilities
  • Direct and lead the development of goals, short- and long-range plans, and programs and services for Employee Relations, Talent Acquisition, Talent Development, and Salary and Information Systems.
  • Consult with and provide information to the Superintendent, Chief Business Officer, Board of Education Attorney, and senior staff on legal personnel matters; confer with attorneys and employee representatives; and direct Human Resources litigation actions.
  • Serve as the Superintendent's designee on personnel issues.
  • Counsel principals and administrators and provide pragmatic assistance on employee issues.
  • Direct programs and processes for employee grievance hearings and investigations to ensure due process.
  • Research and respond to personnel inquiries and requests from the Board of Education, Superintendent, Chief Business Officer, administrators, and third parties.
  • Ensure Human Resources systems are fair, equitable, and compliant with applicable laws and school board policies.
  • Prepare and recommend personnel policies and procedures that comply with applicable policies, laws, and regulations.
  • Develop and present oral and written presentations on employment growth, retention, and Human Resources issues to the Board of Education, principals, teachers, parents, and community groups.
  • Attend regular Board of Education meetings, conduct staff meetings, and attend other meetings as directed by the Superintendent.
  • Direct recruitment, hiring, and retention programs for administrators, teachers, substitute teachers, and support staff.
  • Prepare recommendations for employment, promotion, and retention of administrative, professional, and support employees for the Board of Education.
  • Oversee administration of licensure requirements for certified employees.
  • Recommend and advise on compensation policies and decisions; coordinate salary research and surveys for comparable positions.
  • Align professional development programs, including mentor training, lateral entry, National Board-Certified Teaching Standards certification, and the North Carolina Educators Evaluation System, with organizational goals.
  • Direct preparation of reports for the North Carolina Department of Public Instruction and other personnel reports for school system and federal use.
  • Direct accurate management of personnel records and reporting through the Human Resource Information System.
  • Organize and sponsor employee recognition programs.
  • Coordinate with Financial Services and Compensation Services to ensure accurate and timely Human Resources information for payroll processing.
  • Participate in the Administrative Services Leadership Team and coordinate overlapping efforts among Human Resources, Financial Services, and Budget.
  • Participate in the annual budget development process.
  • Perform other related duties assigned by the Board of Education, Superintendent, or Chief Business Officer.
Desired Qualifications
  • Successful experience in teaching and public-school administration.
  • An industry-standard Human Resources certification, such as certification from the Society for Human Resources or the American Association of School Personnel Administrators.
