  • Less than two years of post-licensure clinical experience is required.
  • Intermediate-level competency with Microsoft Suite, internet navigation, smartphones or tablets and their applications, and video-conferencing platforms is required.
  • The counselor must be able to engage and communicate with military members or children, respond quickly to emergent situations, traverse short or long distances across military installations and school settings, navigate rugged or uneven indoor and outdoor locations, and work in outdoor weather and other military-base conditions.
  • Site-specific requirements may apply; some assignments require current immunizations or vaccinations and proof of receipt.
  • Proof of U.S. citizenship and fluency in English are required.
  • The counselor must demonstrate understanding, sensitivity, and empathy for children, service members, and their families; develop trusting helping relationships; and work effectively with individuals and families from diverse racial, ethnic, and socioeconomic backgrounds.
  • Passing a Child National Agency Check and Inquiries clearance, Installation Records Check, criminal history background check, and FBI fingerprint check is required.
  • A valid U.S. state vehicle operator's license is required unless specifically waived by the FEDSIM Contracting Officer's Representative. Personnel may also be required to pass tests for and obtain a U.S. military vehicle operator's permit for commercial sedans and similar vehicles for temporary-duty locations.
  • The counselor must meet Magellan MFLC Child and Youth Behavioral criteria for experience with children and youth and specialization in child and adolescent development or psychology.
  • School-assigned counselors must have previous work experience in a school setting.
Responsibilities
  • Provide non-medical, short-term, solution-focused counseling to eligible children and youth of service members at assigned primary and secondary locations, including assessment, brief counseling and consultation, action planning, referrals and linkage to resources, and follow-up as indicated.
  • Support staff and personnel at Child Development Centers, youth programs, and summer camps when available or assigned, and provide parent support, training, and guidance.
  • Provide training and health and wellness presentations, and participate in health fairs and other base or installation activities focused on children and youth.
  • Enter counselor activity data daily through a smartphone or web application, ensuring accurate reporting while maintaining service-member and family-member confidentiality and anonymity.
  • Establish and maintain working relationships with community resources focused on children and youth, and provide appropriate linkages. Maintain visibility at assigned locations so MFLC services are accessible, and follow line-of-sight protocol when working with children.
  • Partner with installation Points of Contact to provide Child and Youth Behavioral services that address installation or facility needs, and develop effective professional relationships with those contacts.
  • Manage duty-to-warn and restricted-reporting situations according to Department of Defense protocol, and staff cases with the Regional Supervisor or Regional Director.
  • Communicate with Regional Supervisors and participate in regular individual and group supervision, sharing information about trends and issues at assigned installations and facilities.
  • Respond to critical incidents and special requests as directed by the Point of Contact and approved by the Office of the Secretary of Defense program manager; flex the schedule for urgent requests as needed or at the request of the Regional Supervisor or Regional Director.
  • Participate in regular in-service training, Quality Improvement committees, initiatives, studies, pilot programs, and other contract activities as assigned or appropriate and as directed by the customer or Magellan. This includes pilot-program certification and training, activity documentation, integrating pilot activities into non-medical counseling work, and using applicable technology to complete required activities.
  • Perform other duties as assigned that align with the intent of the job description.
