Requirements

An active Top Secret clearance with SCI is required.
An active Project Management Institute (PMI) Project Management Professional (PMP) or Program Management Professional (PgMP) certification is required.
Current DoD 8570.01-M CSSP-SPM certification is required, such as CISSP-ISSMP, CISA, or CISM.
At least seven years of experience leading and delivering cybersecurity support as a Program Manager or Project Manager is required.
Knowledge of major cyber activities, orders, and directives from DoD and DHS that affect or may affect organizations is required.
The role requires analytical thinking, effective verbal and written communication, decision-making, attention to detail, data interpretation, task concentration, adaptability, stress management, regular attendance, schedule adherence, meeting attendance, deadline management, typing, handling confidential information, basic mathematics, organization, and office equipment use.
The role may require directing others.
The role may involve exposure to dust or dirt, humidity, and noise.

Responsibilities

Serve as the contractor’s single point of contact and authorized interface with government leadership for operational, technical, and program delivery matters.
Provide overall leadership and accountability for task order performance, service delivery, and execution of a large-scale program supporting 100 personnel.
Lead program transition activities, including onboarding, knowledge transfer, operational readiness, and continuity of services.
Establish, communicate, and enforce work standards, processes, and performance expectations across contractor personnel and subcontractors.
Provide expertise in resolving problems, issues, or conflicts as required.
Plan, assign, and manage contractor resources, schedules, and priorities to meet mission objectives and contractual requirements.
Monitor performance, identify and resolve issues, and implement corrective actions to maintain service quality and delivery commitments.
Communicate organizational policies, objectives, priorities, and goals to team members and subcontractor personnel.
Plan travel and training requests in a timely and accurate manner, and submit after-action reports for travel, training, and mission-related events.
Develop and maintain program management plans.
Prepare monthly status reports and performance updates.
Facilitate technical and project meetings.
Manage risks, issues, dependencies, and action items.
Ensure quality control and continuous improvement of program performance.

Desired Qualifications

A baccalaureate degree from an accredited university in Business, Law, Economics, Mathematics, or Engineering is preferred.
DoD and USCG experience is desired.
One or more infrastructure-related technical certifications are desired.
Experience supporting federal government enterprise IT programs and mission-critical systems is desired.

Foxhole Technology is seeking a Program Manager to lead a large-scale enterprise cybersecurity services program supporting a DoD client.

The Program Manager will serve as the primary contractor point of contact and provide strategic leadership to ensure successful program execution, technical delivery, and customer satisfaction. This role requires a proven leader capable of managing complex cybersecurity operations, aligning resources with mission priorities, and driving successful outcomes within a highly dynamic environment.

Responsibilities

Lead program transition activities, ensuring effective onboarding, knowledge transfer, operational readiness, and continuity of services.
Establish, communicate, and enforce work standards, processes, and performance expectations across contractor personnel and subcontractors.
Provide expertise in the field of resolution of problems, issues or conflicts as required.
Plan, assign, and manage contractor resources, schedules, and priorities to meet mission objectives and contractual requirements.

- Managing risks, issues, dependencies, and action items
- Ensuring quality control and continuous improvement of program performance

Minimum Requirements

Active Top Secret/with SCI security clearance.
Preferred Baccalaureate Degree from an accredited University in the field of Business, Law, Economics, Mathematics, or Engineering
Active Project Management Institute (PMI) Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
Currently certified under DoD 8570.01-M CSSP-SPM (CISSP-ISSMP, CISA, CISM)
Minimum of seven (7) years of experience years leading and delivering cybersecurity support as a Program Manager or Project Manager.
Be knowledgeable of major cyber activities/orders/directives both from DoD and DHS that affect, or may affect, organizations.
