Responsibilities
  • Evaluate patients at initial encounter to assess impairment and current condition, estimate rehabilitation potential, perform ongoing reassessments, and update the plan of care based on measurable findings and patient response to treatment.
  • Plan each patient's physical therapy treatment program based on the assessment, including functional mobility training, assistive-device use, therapeutic exercise, balance and coordination retraining, massage, heat, and cryotherapy.
  • Apply diagnostic and progressive muscle, nerve, joint, and functional ability tests.
  • Direct and assist patients in therapeutic regimens; monitor tolerance, vital signs, pain, and other relevant clinical indicators; and modify or stop treatment when clinically indicated.
  • Conduct and participate in training medical and nursing personnel in physical therapy techniques and objectives.
  • Evaluate, record, and report patient progress for review by the rehabilitative team; communicate with physicians and other relevant team members about treatment plans and patient responses; and coordinate transitions of care, discharge recommendations, equipment needs, and referrals within scope of practice.
  • Counsel patients according to their degree of disability or impairment and educate them about the plan of care, housing-unit exercise or self-management strategies, safe equipment use, fall prevention, and relevant precautions; confirm understanding using teach-back or another appropriate method.
  • Complete required documentation thoroughly and promptly.
  • Participate in educational programs and in-service meetings, and complete continuing education to maintain required state-license units.
  • Use and maintain therapy equipment safely and promptly report damaged or unsafe equipment and environmental hazards.
  • Follow infection-prevention, standard-precaution, patient-identification, emergency-response, incident-reporting, and workplace-safety requirements.
  • Practice within the authorized scope of licensure and seek consultation or escalate concerns when patient needs exceed that scope.

Who really benefits from mass immigration arrests? GEO Group's expanding business shows the money behind the Deportation machine. Alicia Civita / Published Sep 01 2026, 9:05 AM EDT Nearly 50,000 immigrants were arrested by U.S. Immigration and Customs Enforcement in July, the highest monthly total of President Donald Trump's second term. But behind those arrests is another set of numbers receiving considerably less attention: the millions of dollars flowing to private companies that house, transport, monitor and help locate immigrants for the federal government. One of the companies positioned closest to the center of that system is The GEO Group. The Florida-based private prison and government services company is experiencing significant growth as the Trump administration expands immigration detention. GEO reported $732.1 million in total revenue during the second quarter of 2026, up 15% from $636.2 million a year earlier. Net income attributable to GEO operations jumped 63%, from $29.1 million to $47.5 million. "We are very pleased with our strong second quarter results and improved full year outlook," GEO Chairman, CEO and founder George Zoley said when the company released its results Aug. 6. "Our financial performance in the first half of 2026 has been driven by the new growth opportunities we captured in 2025 and are normalizing this year," he added. "Last year was the most successful period for new business wins in our company's history, and we expect 2026 to continue to be very active as well." Those "growth opportunities" increasingly intersect with the government's immigration crackdown. ICE made 49,571 arrests in July, up 15% from 43,021 in June and 70% from 29,241 in February, according to government data provided to the Deportation Data Project and analyzed by The Associated Press. More than half of the people arrested had neither criminal convictions nor pending criminal charges. Separate ICE data compiled by Syracuse University's Transactional Records Access Clearinghouse showed 65,765 people in ICE detention as of July 11. Of those, 46,436, or 70.6%, had no criminal conviction. For GEO, more people in detention can translate directly into more business. GEO was housing about 24,000 ICE detainees. During its Aug. 6 earnings call, GEO said it had expanded its active ICE capacity to approximately 27,000 beds and was housing about 24,000 ICE detainees, representing more than one-third of the roughly 68,000 people the company said were then being held nationally. "Over the last six weeks, we have experienced a 20% increase in ICE populations," company executives told investors. GEO's own SEC filings provide perhaps the clearest connection between the immigration enforcement expansion and its financial results. Revenue in its U.S. Secure Services division increased $78.8 million in the second quarter compared with a year earlier. GEO attributed $60.6 million of that increase to newly activated facilities and new transportation contracts. Another $35 million in additional revenue came from increases in "occupancies, transportation, rates and/or per diem amounts" connected to contract modifications. Those gains were partly offset by $16.8 million associated with terminated contracts. In other words, GEO itself identifies higher occupancy, transportation activity and per-diem payments among the factors increasing its revenue. The company's U.S. Secure Services facilities operated at approximately 91% occupancy during the second quarter. What is one ICE detention bed worth? There is no single nationwide amount that ICE pays GEO for every immigrant every day. Contracts differ by facility and can include staffing, security, food, medical services and other costs. Some arrangements can also include guaranteed minimum payments. But GEO's newest contracts illustrate how valuable detention capacity has become. On July 13, GEO announced a five-year ICE contract for the 1,188-bed Big Horn Facility in Hudson, Colorado. The company expects the facility to generate approximately $85 million in revenue during its first full year of operations, excluding transportation revenue. That equals approximately $71,549 in annual contract revenue for every available bed, or roughly $5,962 per bed per month. Broken down daily, the contract's annual value represents approximately $196 per available bed per day. That calculation should not be interpreted as ICE literally paying GEO $196 every time a detainee spends a night there. The contract covers much more. GEO says its responsibilities include security, maintenance, food services and access to recreation, medical care and legal counsel. Still, the contract provides a useful window into the economics of detention. At its expected $85 million annual value, Big Horn alone represents approximately $7.1 million in potential monthly revenue once fully operational. And transportation is extra. "We expect that our company-leased Big Horn Facility in Colorado will play an important role in helping meet the need for increased federal immigration processing center bedspace," Zoley said when announcing the agreement. The contract became effective July 9, but GEO says Big Horn will not reach normalized operations and earnings contribution until early 2027. Therefore, its full $7.1 million monthly equivalent should not be counted as GEO revenue for July.

The lawsuit, brought in June to the U.S. District Court in Denver, was initiated by the GEO Group. The private for-profit prison company alleged that a new Colorado law that went into effect this month conflicts with its contract with the federal government. The law is House Bill 26-1276, which requires an increase of inspections for federal immigration detention facilities in the state. Though there are plans to build more immigration detention facilities in the state, there is currently only one, and it sits in Adams County in the Denver area. The state has been concerned about the facility, where a tuberculosis outbreak occurred in June. GEO attorney Fred Yarger argued in court that because it's the only immigration detention facility in the state, the bill was the Legislature's attempt to "directly and specifically regulate, through targeted legislation, a single facility in the state." The company sought a preliminary injunction against the law. Last Thursday, U.S. District Judge Daniel Domenico ruled in favor of GEO's defense that the targeted legislation "discriminates against GEO based on its status as a federal contractor." Domenico cited the U.S. Constitution's supremacy clause, declaring that state law cannot interfere with federal activities. The judge said GEO's explicit relationship with the federal government, as displayed by its contract with the Department of Homeland Security, was sufficient to prove the company is under federal authority. The state law claims the GEO Group will face up to a $50,000 fine if it does not comply with the heightened health and safety inspections. It also requires the prison company to pay for the costs of the inspections. GEO claims all of this violates its federal contract. GEO specifically argued the law violates the intergovernmental immunity doctrine. "This doctrine prevents a state from directly regulating the federal government or those with whom the federal government deals," according to GEO's court document. The Center Square reached out to the Department of Homeland Security for comment. DHS responded by referring The Center Square to GEO Group, but the company did not respond to The Center Square. Colorado has recently faced many legal battles against the Trump administration's crackdown on illegal immigration since President Donald Trump took office on Jan. 20, 2025. In fact, Colorado Attorney General Phil Weiser has a portion of his website dedicated to litigation efforts against the current administration, which references 77 lawsuits his office filed or joined. Lawrence Pacheco, Weiser's chief communications officer, referred The Center Square to Weiser's statement on Aug. 20 about the ruling in GEO Group's favor. Weiser said the ruling only provided a temporary broad injunction against one provision of the new law and that it did not provide the broad relie that the prison company sought. GEO Group, meanwhile, faces litigation for its alleged failure to comply with the Adams County public health order requesting information from the immigration detention facility's tuberculosis outbreak in June. Global Research, August 21, 2026 Region: USA The Wackenhut Group was formed in 1954 by former FBI Agent George Wackenhut and three FBI partners William Stanton, Kenneth Altschul, and Ed Dubois, Jr. to provide security services. Given its government ties, the company began working in cohort with the CIA and DEA including William Casey and Frank Carlucci. During the McCarthy era, Wackenhut claimed to have compiled 'files' on 4 million Americans accusing them of 'communist activities.' Clients included US Customs and Border Patrol. In 2003, they changed their name to the GEO Group and began operating prison systems. The GEO Group contracts with ICE running their detention centers. August 13th, the Colorado AG sued the GEO Group for not observing a public health order regarding a detainee who tested positive for Tuberculosis. The GEO Group claims the person was released from the detention facility with medication but refuses to identify the person. February 2026, the GEO Group faced major scrutiny and a Supreme Court setback over allegations that it forced civil detainees at its Aurora, Colorado facility to perform janitorial work and daily maintenance for $1 a day or no pay under threat of solitary confinement. Colorado law states that unannounced health inspections by the public health authority every three months are necessary to monitor for human rights abuses. The GEO Group has failed to comply with the law and is suing Colorado claiming federal law supersedes the state and no inspections are permitted. But the GEO Group is not a federal agency, it is a contractor and publicly traded entity. Activists and detainees have documented severe medical neglect, rotten food, and overcrowding inside facilities in New Jersey and the Aurora center in Colorado. It recently lost a class action lawsuit filed in 2014 for 'forced labor.' Dr. George Zoley, founder and recently returned CEO of GEO Group took over the position when the previous CEO, David Donahue, abruptly left in March 2026 after replacing the previous CEO, Brian Evans, in 2024. The GEO Group heavily financed the Trump campaigns and stands to gain significantly from Trump's mass deportation agenda. Since Donahue left, the share price of GEO Group has risen 104%. It operates as a REIT. Does the GEO Group still maintain files on target individuals who speak out against their policies and agenda? Do they surveil illegally? ICE. ICE has recently used its 'administrative subpoena' authority to demand social media platforms provide information on persons deemed nefarious given they make negative comments about ICE. These investigations are not of illegal immigrant accounts but every day American citizens who have committed no crime. Providing them with this information would be a crime because the agency does not have surveillance authority over every single American - their stated purpose and authority lies very specifically with illegal immigrants. ICE is operating outside US law. The ICE detention facilities are being compared to the WWII internment camps set up to house the Japanese. 120,000 Japanese - two-thirds of which were American citizens were rounded up, their assets abandoned and forfeited. Forcibly detained by an FDR EO in 1942. Armed guards, watch towers, barbed fencing, it was no different than East Berlin under the Soviets. There were no criminal charges, no rights, identity was the sole reasoning. The same logic and rights employed by ICE today against legal Americans and legal green card holders. It wasn't until the Supreme Court ruled against the illegality of racial discrimination that the Japanese were freed in 1944. Left without jobs, money, homes, cars. Nothing. The attitude today is no different. "IF you haven't done anything wrong, you have nothing to fear." Just ask the Ukrainian conscripts forcibly removed from their homes. Just ask the East Berlin Germans. And yet, here Global Research is repeating mistakes in the name of ICE. A very controversial arrest was made of a family of three who were outed by a former Iranian CIA operative, Masih Alinejad. Their crime? The father's mother was a spokesperson for the 1979 US Embassy in Iran captivity of 52 Americans during the height of the Iran Revolution wherein the Western Coup Leader, the Shah, fled and the Ayatollah came into power. By and thru the sovereignty of the people. Masih is well-known for her pro-Jewish stance and her radical views of her own country. She considers herself a 'feminist.' While her resume is relatively small, it is curious how she supports herself. On record working for the US Agency For Global Media which includes Voice of America, she apparently writes a weekly blog. The Agency is nothing more than a propaganda tool of government intel. Alinejad wrote in her memoir that she got her start in journalism with the help of Marjan Sheikholeslami who embezzled $7.4 billion before fleeing to Canada in 2019, divorcing her husband and remarrying her accomplice. Not exactly a stellar resume line. In 2022, three former Soviet members of the gang, Vor Zakone, were convicted of a murder-for-hire plot to assassinate Alinejad. Vor Zakone was formed from prisoners and persons thrown in gulags in the Soviet Union in the 1930's. After the fall of the Soviet Union, the Vory Gang splintered with some joining the Russian Mafia. Some members are Jewish. Their main source of income is 'money laundering.' The Russian Mafia acts as a high-level, sophisticated service provider, broker, and intermediary. Rarely do they venture into the US, even more rarely do they conduct assassinations. Judge grants partial injunction to GEO in fight against state health inspection law. By Kyla Pearce 08/20/2026 | updated 1 hour ago A judge ruled Thursday that The GEO Group does not have to follow parts of a new state law requiring more frequent health and safety inspections at the Immigration and Customs Enforcement Processing Center in Aurora. Under the order of District Judge Daniel Domenico, GEO does not have to adhere to a section of HB 26-1276 through the end of its current contract on Oct. 15. The private company operates the facility as a federal government contractor. The section states that GEO must allow unannounced inspections every three months, pay for those inspections and allow disease investigations. GEO filed the lawsuit in early June to block the enforcement of the bill, which expanded the state Health Department's authority to conduct more frequent health and safety inspections at immigration detention facilities in the state and impose fines or even revoke licenses for refusing inspections. Adhering to those rules would require the company to violate its contract with the federal government, GEO argued in court in late July. State officials argue that the changes in the law simply make treatment for all private detention facilities in the state equal. Colorado claims it is fulfilling its police powers authority to supervise a facility within its borders. GEO argues that the state regulation is preempted by federal legislation. GEO's contract with the federal government expires on Oct. 15, and any new contract that the company gets after that could alter how its case against the bill moves forward, Domenico said. The ruling comes several days after Colorado Attorney General Phil Weiser filed a lawsuit against GEO over noncompliance in a state tuberculosis investigation. The Adams County Health Department confirmed an active case of tuberculosis at the facility in June. Since then, the department has repeatedly requested information and access to investigate, but GEO has refused each time. A GEO spokesperson told The Denver Gazette that there are currently no active or suspected tuberculosis cases at the facility. GEO has provided information to the state and county as authorized by the U.S. Department of Homeland Security. Both DHS and the CDC are "actively involved" in disease control and prevention measures at the Aurora facility, the spokesperson said. "The GEO Group is endangering Coloradans' public health by refusing to follow the state Health Department's order and by violating Colorado law," Weiser said in a news release. "We will continue to defend Colorado law and ensure that no company flouts our public health and safety laws."
