Requirements
  • Bachelor's Degree from an accredited college or university in Business Administration, Management, Public Administration, Finance, Criminal Justice, Information Systems, or a related field.
  • Master's Degree is preferred.
  • Project Management Professional (PMP) certification required.
  • Additional federal program management certifications are preferred.
  • Minimum fifteen (15) years of progressively responsible program management experience supporting Federal Government contracts.
  • Minimum ten (10) years managing large, complex, multi-disciplinary programs and professional services contracts.
  • Minimum five (5) years supporting Department of Justice (DOJ), Federal Bureau of Investigation (FBI), or comparable Federal law enforcement organizations.
  • Demonstrated experience managing geographically dispersed personnel, subcontractors, budgets, schedules, risks, and customer relationships.
  • Experience supporting classified environments and mission-critical operations preferred.
  • Active Top Secret (TS) clearance required.
  • Must be eligible to obtain and maintain access to Sensitive Compartmented Information (SCI), if required.
Responsibilities
  • Serve as the Contractor's authorized representative and primary point of contact to the Government.
  • Provide executive-level program leadership and strategic oversight across all contract activities.
  • Direct and manage all contract personnel, subcontractors, and program resources.
  • Develop and maintain program schedules, staffing plans, performance metrics, and reporting processes.
  • Lead Government stakeholder engagement activities and executive-level communications.
  • Conduct recurring program management reviews, status briefings, and customer meetings.
  • Prepare and deliver monthly, quarterly, annual, and ad hoc program reports.
  • Establish and maintain risk management and mitigation strategies.
  • Monitor quality assurance and performance management activities to ensure contractual compliance.
  • Oversee recruitment, staffing, retention, workforce development, and succession planning efforts.
  • Manage contract financial performance, resource allocation, and labor utilization.
  • Ensure all deliverables are completed in accordance with contract requirements, schedules, and quality standards.
  • Identify opportunities for process improvements, operational efficiencies, and mission enhancement.
  • Support transition-in and transition-out activities to ensure uninterrupted mission support.
  • Ensure compliance with all FBI, DOJ, Federal Acquisition Regulation (FAR), security, privacy, and information protection requirements.
  • Functional Responsibility Level Senior Executive / Key Personnel: Provides overall leadership and accountability for contract performance, customer satisfaction, performance outcomes, program growth, workforce management, and mission success across the entire program.

James Vant appointed CEO of cybersecurity firm XLA

XLA, a cybersecurity and data management provider serving the US federal government, has appointed James Vant as chief executive officer. Vant previously served as president of eTelligent Group and held senior leadership roles at Octo, an IBM company, where he managed profit and loss responsibilities and led strategic integration efforts. The Vienna, Virginia-based company provides cybersecurity, data analytics, technical solutions and international programme support services to federal agencies. Founded over 30 years ago, XLA has supported missions including homeland security, disaster relief and cybersecurity incidents. Vant succeeds Gary Slack, who is retiring after a decade leading the company. Lloyd Mustin, XLA's chairman and founder, cited Vant's two decades of experience in government services and IT as key qualifications for driving the company's next growth phase.
