Requirements
  • A minimum of 10 years of progressive experience in Mechanical Integrity, Pipeline Integrity, Asset Integrity Management, Reliability Engineering, Corrosion, inspection, or a related Midstream engineering discipline is required.

Responsibilities
  • Lead Midstream Mechanical Integrity program development, governance, and continuous improvement to ensure compliance, reliability, and risk reduction.
  • Develop and maintain Mechanical Integrity standards, procedures, inspection strategies, and performance metrics.
  • Oversee integrity management programs for pipelines, terminals, tanks, pressure vessels, piping, and associated assets.
  • Monitor key performance indicators and provide reporting on integrity risks, compliance, and reliability performance.
  • Ensure compliance with applicable regulations, industry standards, and company requirements, including PHMSA 49 CFR Parts 192 and 195, API 510, API 570, API 653, API 580/581, ASME B31.3, ASME B31.4, ASME B31.8, OSHA Process Safety Management where applicable, and company engineering practices.
  • Develop and maintain risk-based approaches for managing mechanical integrity of pipelines, terminals, tankage, station equipment, and associated assets.
  • Support audits, regulatory inspections, incident investigations, and corrective action programs.
  • Lead risk management initiatives, root cause analyses, and mitigation strategies to improve asset reliability.
  • Partner with Pipeline Integrity, Corrosion, Operations, and Engineering teams to evaluate inline inspection results, direct assessment findings, corrosion threat assessments, anomaly evaluations, fitness-for-service determinations, and repair prioritization.
  • Develop training, guidance, and best practices to strengthen organizational Mechanical Integrity capabilities.
  • Collaborate with Operations, Engineering, Integrity, and Capital Projects teams to support safe and reliable asset performance.
  • Lead the Midstream Mechanical Integrity Community of Practice and technical working groups to standardize programs, share lessons learned, and strengthen organizational capability.
  • Develop and update the Midstream Mechanical Integrity Program with the Asset Integrity Group.
  • Support digital transformation initiatives involving integrity management software, inspection databases, corrosion monitoring tools, asset registers, and reporting dashboards.
  • Collaborate with Capital Projects and Engineering teams to ensure projects meet Mechanical Integrity requirements, maintainability, inspection access, and lifecycle reliability requirements.
  • Provide technical oversight of third-party engineering consultants, inspection contractors, inspectors, and integrity service providers.
  • Support digital integrity management tools, databases, reporting systems, and continuous improvement initiatives.
  • Provide technical leadership and direction to the Midstream Asset Integrity team, site engineers, inspectors, integrity specialists, operations personnel, contractors, and third-party service providers.
  • May supervise employees, contractors, and consultants supporting integrity management programs.
  • Lead cross-functional teams responsible for Mechanical Integrity initiatives, audits, corrective actions, and strategic improvement efforts.

HF Sinclair's earnings jump 21% but valuation nears 5-year high

Under the joint venture, Phillips 66, Kinder Morgan and HF Sinclair will own 49.9%, 35.1% and 15% of the system, respectively. "The final investment decision reflects the strength of this industry partnership. By combining the capabilities of Phillips 66, Kinder Morgan and HF Sinclair, Western Gateway is expected to strengthen fuel supply reliability and deliver a more cost-effective, resilient path for growing markets across the West," said Phillips 66 Chairman and CEO Mark Lashier. Phillips 66 will construct and operate the new-build pipeline. * Kinder Morgan's contribution of its existing SFPP East Line pipeline from El Paso, Texas to Phoenix and Tucson, Arizona, and its SFPP West Line pipeline from Colton, California, to Phoenix, which would be reversed to move product east to west into California. Kinder Morgan will continue to operate those pipelines. * Supply to Western Gateway would also be supported by Phillips 66's Gold Pipeline, which will connect to the Explorer Pipeline. The Gold Pipeline would be reversed to allow refined products to flow toward Borger. The project's enterprise value is approximately $5 billion. Upon completion of the new build pipeline from Borger into Phoenix, Kinder Morgan's existing SFPP East Line and West Line assets would be contributed to the joint venture at a value of approximately $1.5 billion. Based on the approximately $5 billion enterprise value, Kinder Morgan will also make cash contributions of approximately $250 million. Phillips 66 would make cash contributions of approximately $2.5 billion, and HF Sinclair would make cash contributions of approximately $750 million to the project. The new system is underpinned by primarily 10-year, take-or-pay contracts. It is expected that the midstream project will generate attractive returns consistent with the high-quality, long-term contracted volumes that underpin the project.
