Requirements
  • A bachelor's degree from an accredited college or university is required.
  • At least ten years of management experience providing business and financial support to organizations with Science and Technology and/or Research and Development missions is required.
  • Recent experience leading and managing an on-site contractor team of 10 or more personnel is required.
  • Ability to coordinate personnel, assign workloads, and ensure compliance with organizational policies and execution rules is required.
  • Strong leadership, communication, and organizational skills in a government or defense environment are required.
  • Strong verbal communication skills to effectively express concepts, plans, and proposals are required.
  • Strong critical thinking skills and ability to prioritize and meet deadlines are required.
  • Ability to take initiative and work with minimal supervision is required.
  • Proficiency with Microsoft Office applications, including Word, PowerPoint, Access, Excel, and Outlook, is required.
  • Must be a United States citizen and obtain and maintain the required security clearance for the position.
  • Must have sufficient mobility, including bending, reaching, and kneeling, to complete daily duties.
  • Must be able to walk moderate to long distances when required by parking availability and work location.
  • Must be able to lift up to 40 pounds.
Responsibilities
  • Serve as the senior on-site contractor lead and primary point of contact for Office of Naval Research government leadership.
  • Provide day-to-day leadership, coordination, and oversight of an on-site contractor team of 10 or more personnel.
  • Assign, manage, and monitor task execution to ensure work is completed accurately, on schedule, and in compliance with Office of Naval Research Business Rules.
  • Ensure contractor staff effectively support Office of Naval Research Science and Technology and Research and Development programs with business, financial, and operational services.
  • Rapidly learn and apply knowledge of the organizational structure, mission, and functions across the Naval Research Enterprise.
  • Understand and support the roles of Office of Naval Research Program Officers and Science Advisors in developing and executing Science and Technology initiatives.
  • Identify risks, issues, and resource constraints, and implement mitigation strategies to maintain execution benchmarks.
  • Foster a high-performance team environment emphasizing accountability, quality, and continuous improvement.
  • Communicate with government stakeholders to ensure transparency and alignment with objectives.
