Requirements
  • Extensive experience as a project controls or cost professional on capital projects.
  • Demonstrated knowledge of engineering, procurement, construction, and qualification processes.
  • Understanding of engineering, construction methodologies, and technical documentation.
  • Demonstrated expertise in project controls and cost engineering concepts, including project initiation, planning, execution, monitoring, controlling, and closeout, as well as billing and invoicing, estimating, forecasting, and variance reporting.
  • Strong analytical and computer skills with demonstrated proficiency in integrated construction management and cost reporting platforms such as Prolog.
  • Experience with data management tools such as Microsoft Excel and Microsoft Access.
  • Ability to prioritize and manage large amounts of information to effectively meet deadlines.
  • A Bachelor of Science degree in engineering or a related technical field, construction management, or applicable experience.
Responsibilities
  • Manage project budgets, invoicing, change control, and cost forecasting throughout the engineering, procurement, construction, and qualification life cycle.
  • Collaborate with estimating, procurement, and project management on project scope coordination, work package definition, contract development, and bid analysis.
  • Develop and evaluate project control budgets with input from clients, estimating teams, vendors, and contractors.
  • Agree on contractor schedules of values and certify progress, invoicing, and payment with the project team.
  • Coordinate with accounting to align project forecasts with current funding and client billings.
  • Maintain appropriate backup documentation for all project phases.
  • Manage the change control process.
  • Monitor cost trends and changes, validate costs, and obtain agreement on pricing.
  • Process change orders for approval and incorporation into contracts.
  • Operate the integrated cost reporting platform.
  • Produce detailed cost reports covering budgets, changes, purchase order commitments, spending, anticipated costs, and forecasts.
  • Maintain cost system data integrity and the accuracy of the overall project forecast.
  • Produce visualizations, graphics, and other outputs for team communication.
  • Align cost and schedule data with project partners and scheduling teams.
  • Support constructability and value engineering activities.
  • Develop and continually update projections for cash flow, staffing plans, and contingency usage.
  • Provide financial and cost analysis, earned value reporting, and cost performance reporting.
  • Develop and record historical project cost information and lessons learned at project completion.
  • Collaborate across groups to improve company processes, systems, and intellectual infrastructure and promote continuous improvement.
Desired Qualifications
  • Experience in the pharmaceutical or biotechnology industry.
  • Project Management Institute or Association for the Advancement of Cost Engineering International certification.
  • Knowledge of enterprise resource planning systems.
