City of Gilroy spends $237k for road safety action plan. Project aims to identify dangerous intersections, suggest improvements August 27, 2026 City of Gilroy officials are working with a consultant to complete a citywide roadway safety plan that aims to reduce traffic-related injuries and deaths - and attract more funding from outside sources for transportation and pedestrian infrastructure improvements. The City Council on Aug. 3 approved a contract with Kimley-Horn to develop a Comprehensive Roadway Safety Action Plan (CSAP). The cost of the contract is $237,117, most of which is funded by a federal grant from the Safe Streets and Roads for All program. The city's gas tax fund will contribute about $47,400 to the cost of the Kimley-Horn contract. The year-long planning process will include an online survey, public workshops and outreach at community events, city staff said. An emphasis will be on input from at-risk and underrepresented community members. The plan will use this collected data and feedback to identify locations and intersections with the most need for safety upgrades - as well as factors that contribute to serious crashes - and recommend prioritized improvement projects to help reduce traffic deaths and serious injuries, according to city staff. Specifically, the CSAP will study the most recent crash data in Gilroy to assist the city in identifying needs and unsafe conditions. The contract comes at a time when crashes resulting in serious injuries and deaths are on the rise in Gilroy. From 2021-25, there were 82 crashes throughout Gilroy with serious injuries or deaths. Six of those were fatalities. In 2025, there were eight crashes with serious injuries and one with a fatality. Since Jan. 2, 2026, there have been at least five crashes with fatalities, city staff said. Two of the fatalities this year were Andrew and Stacia Stuart, who died after they were hit by a vehicle in a crosswalk near Las Animas Elementary School on Jan. 16. Since that collision, the city and Gilroy Unified School District have reacted with other road safety improvements. The City Council earlier this year approved a change to local ordinances to allow speed limits in school zones to be reduced from 25 mph to as low as 15 mph. A completed CSAP will also place Gilroy in a better position to receive safety and construction funding from state and federal grant programs. "Adoption of the plan is critical to the city being eligible to apply for and receive most federal and state transportation-related grants," says a city staff report. "These grants provide the city the opportunity to leverage its limited general and special funds to complete needed transportation-related capital projects." Grant funding for the Kimley-Horn CSAP contract totals about $190,000 from the 2024 Safe Streets and Roads for All (SS4A) program. Potential grant fund sources that the city could benefit from with a completed CSAP are the Highway Safety Improvement Program, Active Transportation Program and One Bay Area Grant Program. The city currently has four pending grant applications that require Gilroy to have a CSAP adopted before any funds can be awarded, according to city staff.

First phase of Class A industrial project advances as McKinney continues its emergence as one of North Texas' fastest-growing industrial markets VanTrust Real Estate, LLC (VanTrust) has begun construction on Phase 1 of 121 Commerce Park, the company's first industrial park in McKinney. Phase 1 will include more than 512,000 square feet of Class A industrial space across two speculative buildings, creating significant industrial capacity in one of North Texas' fastest-growing markets. Phase 1 includes Building A, totaling 242,393 square feet, and Building B, totaling 270,479 square feet. Both buildings are designed with flexible single- or multi-tenant configurations and customizable office buildouts to accommodate a broad range of industrial, logistics, light manufacturing and service users. Completion is anticipated in the second quarter of 2027. Situated on 42 acres at the northwest corner of Tina Drive and SH-121, 121 Commerce Park offers direct access to U.S. 75, State Highway 121/Sam Rayburn Tollway and Highway 380, with convenient proximity to McKinney National Airport. As the airport prepares to launch commercial passenger service later this year, continued investment in transportation infrastructure, combined with McKinney's strong population growth, is fueling demand for high-quality industrial development throughout the city. As part of the project, VanTrust will extend a portion of Collin McKinney Parkway to improve traffic flow and access while constructing a new trail connection that links to the regional Cottonwood Creek Trail, expanding recreational connectivity for the surrounding community. The improvements reflect VanTrust's "do right by the dirt" mentality and commitment to thoughtful land stewardship and responsible development. Future plans also call for an additional 250,000 square feet of build-to-suit industrial space in Phase 2 at the northeast corner of Tina Drive and SH-121. "McKinney continues to see incredible growth, and we're excited to bring 121 Commerce Park to market at the right time," said Max Mueller, senior director of development at VanTrust. "This project delivers the kind of flexible industrial space businesses are looking for while also investing in the community through improvements like the Collin McKinney Parkway extension and a new bike trail connection to the Cottonwood Creek Trail." PowerHouse files for 300MW data center campus outside Dallas-Fort Worth. Company's pipeline in Lone Star State totals more than 10GW August 06, 2026 PowerHouse data centers is set to expand further in Texas, with plans for a new campus outside Fort Worth. First reported by NBC and others, Kimley-Horn has filed for the development of a data center on approximately 87.96 acres of land in the town of Westlake. Westlake is a town in Denton and Tarrant counties, located north of Fort Worth. The project is set to be located at 13580 Denton Highway, at the northeast corner of the intersection of United States Highway 377 and Westport Parkway. Known as the Circle T Data Center, site plans suggest up to four 300,000 sq ft (27,870 sqm) buildings are planned, totaling 300MW. The listed owner is Circle T Owner LP, with AREP and PowerHouse CEO Doug Fleit named as the contact. AREP and PowerHouse representatives presented the project to officials during a town meeting this week. The land is currently zoned as planned development. City documents note the first data center is allowed by-right, but all successive data centers would require the approval of a specific use permit. The Westlake department of planning and development had recommended approval of the site plans, and the town's planning and zoning commission approved the proposals this week. According to a post on the town of Westlake's website, PowerHouse has paid Oncor to bring a 350MW substation to Westlake at no cost to residents. The substation will power the data center and the town's pump station. "Our residents expect thoughtful planning, transparency, and a commitment to protecting what makes Westlake such a special place to call home," said Westlake Mayor, Kim Greaves. "This project has been carefully evaluated to ensure it meets our high standards while providing meaningful long-term benefits for our community. The data center will expand our tax base, strengthen funding for public infrastructure and Westlake Academy, and help reduce the tax burden on our residents, all while having minimal impact on daily life." Founded in 2022, PowerHouse is a wholly-owned division of American Real Estate Partners. The company has projects in operation and development across Virginia, Texas, North Carolina, Kentucky, Indiana, Illinois, Nevada, and Pennsylvania. The company's pipeline reportedly totals more than 8GW of capacity. The company has an existing presence in Texas: in March, it topped out a 201MW data center in Irving, Dallas, and it is currently developing a 768-acre campus with Provident Data Centers just south of Dallas in Ellis County. The firm also looks set to develop on Tract-owned land outside Austin. In a presentation to Westlake officials, the firm lists 11 active and planned projects in Texas, totaling 10GW.
