Requirements
  • Education and two years of relevant work experience, or a combination of education and training.

Responsibilities
  • Review projects for compliance with federal, state, and agency regulatory requirements and proactively monitor for developing issues and risks that could impact MaineHousing’s financial exposure in its investments.
  • Perform essential tasks required under the Performance Based Contract Administration contract held with the U.S. Department of Housing and Urban Development.
  • Maintain working knowledge of federal and state program regulations applicable to the portfolio, including bond regulations, the Code of Federal Regulations, HUD Handbook 4350.3, the Section 8 Contract Renewal Guide, special claims, fair housing laws, and Section 504 requirements, as well as new programs coming online.
  • Respond to resident, owner, manager, and other external inquiries and issues by telephone, written communication, and electronic communication.
  • Support Asset Manager II and Asset Manager III staff in processing ownership transfers that include a subsequent loan component.
  • Develop competency with ProLink, HDS, and HUD Secure Systems.
  • Obtain Certified Occupancy Specialist training and Fair Housing training within the first year of employment or as courses become available.

MaineHousing finances and supports affordable housing in Maine by raising private capital through tax-exempt mortgage revenue bonds. Proceeds fund home loans, down payment and closing-cost assistance, rental subsidies (Section 8), and the development and rehabilitation of affordable rental housing, along with LIHTC and rural housing programs. It is self-funded and does not use state general funds; mortgage income repays investors and covers operating costs. Its goal is to increase safe, affordable housing for Maine residents and support the state’s housing market, aiding over 90,000 households annually.
