Requirements
  • Possess a bachelor's degree in engineering, construction management, or equivalent combinations of technical training and experience.
  • Have 10+ years of related or applicable experience in quality control.
  • Have experience supporting self-perform concrete, structural, industrial, or heavy civil construction projects.
  • Have thorough working knowledge of regulatory agency quality assurance and quality control activities.
  • Have a thorough understanding of federal construction quality requirements and Three-Phase Quality Control processes.
  • Have working knowledge of construction engineering principles, temporary works, and constructability analysis.
  • Have experience with RMS/QCS, Primavera P6, Bluebeam, Procore, Autodesk Construction Cloud, or similar project management platforms.
  • Have a strong understanding of concrete construction practices, testing requirements, and quality standards.
  • Be able to lead multidisciplinary teams across operations, engineering, quality, and project management functions.
  • Be able to communicate technical concepts to clients, government personnel, project teams, and subcontractors.
  • Have excellent verbal and written communication skills.
  • Be able to work independently or as a member of a team.
  • Have a solid attention to detail with the ability to be a problem solver.
  • Be proficient in Microsoft Office Suite.
Responsibilities
  • Lead constructability reviews during preconstruction and project execution.
  • Review technical submittals, shop drawings, engineering calculations, and work plans for conformance with contract requirements.
  • Support operations teams in developing means and methods for self-performed concrete, structural, and heavy civil work.
  • Coordinate with engineers of record, designers, and government representatives to resolve technical issues.
  • Participate in design-build project reviews and value engineering efforts.
  • Provide technical guidance on concrete construction, foundations, structural systems, earthwork, and temporary works.
  • Support development and implementation of lessons learned and continuous improvement initiatives.
  • Prepare quality control procedures and review other department procedures for compliance and correctness.
  • Prepare, obtain approval for, issue, and implement the company quality control or quality assurance program manual in compliance with owner contract and company requirements.
  • Perform audits and prepare quality problems documentation as required by the quality control program manual.
  • Provide administrative and technical direction to all quality control personnel.
  • Ensure company standards outlined in the quality control or quality assurance manual are effectively implemented.
  • Ensure adequate corrective measures are implemented in cases of noncompliance.
  • Assist in preparing responses to requests for qualifications and requests for proposals regarding quality assurance and quality control programs.
  • Perform internal and external audits to ensure quality control requirements are implemented and maintained.
  • Serve as a liaison among operations, engineering, project management, subcontractors, and government representatives throughout the project lifecycle.
  • Report to the Director of Engineering and Quality and serve as a technical resource to Project Executives, Senior Project Managers, Project Managers, and Site Superintendents throughout project delivery.
Desired Qualifications
  • Federal construction experience with NAVFAC, USACE, DOE, GSA, or similar agencies.
  • Design-build project experience.
  • Professional Engineer, CCM, CQM-C, or equivalent certifications.
  • Demonstrated leadership, communication, and strong interpersonal skills.
  • Strong work ethic to complete tasks in a high-quality manner.
