Requirements
  • Ten years of progressively responsible engineering experience, with emphasis on civil and structural engineering and public contracting management.
  • Knowledge of supervisory principles and ability to manage the operations and programs of the unit or team.
  • Comprehensive knowledge of and ability to apply concepts, principles, and practices of engineering, architecture, and commercial-industrial construction.
  • Skill in strategically directing and tactically overseeing engineering and construction projects.
  • Knowledge of quality assurance, project controls, market data, and cost management in engineering and construction, with ability to ensure projects are high-quality, on time, within budget, and meet other critical objectives.
  • Knowledge of and ability to ensure compliance with key regulatory requirements, standards, and guidelines applicable to engineering and construction projects.
  • Knowledge of business administration principles and ability to discuss profit and loss issues with stakeholders.
  • Knowledge of and ability to apply technical aspects of bid analysis and public-sector contracting procedures and solicitation processes.
  • Ability to speak and write effectively.
  • Ability to make detailed analyses of data and information and make recommendations.
  • Skill in using a computer and modern office suite software.
  • A bachelor's degree in Engineering or Architecture, or a related field.
  • A state driver's license in good standing.
  • A Professional Engineer license or Registered Architect license in the United States or one of its territories; the professional license must be maintained.
Responsibilities
  • Coordinate and control the delivery of engineering management functions, contract administration, and engineering staff performance in support of capital construction projects.
  • Supervise and direct assigned Office of Engineering staff in performing their duties.
  • Supervise integrated project teams responsible for capital program planning and delivery at Dulles International Airport.
  • Directly supervise the core functions of planning, design, construction, safety, quality assurance, and enterprise asset management.
  • Provide strategic and tactical guidance for developing and implementing integrated systems and processes to support engineering and construction needs.
  • Oversee assigned architecture and engineering, construction, and other consultant firms.
  • Oversee and ensure effective planning, design, construction, and project or program management for assigned capital construction projects.
  • Ensure coordination with the Airport Engineering and Maintenance Departments on work within the Office of Engineering's functional domain.
  • Review, recommend, or approve cost-effective airport facility and infrastructure solutions that support mission-critical Airports Authority operations.
  • Direct need-cost-benefit analyses for engineering and construction spending.
  • Benchmark, analyze, report, and develop recommendations to improve Office of Engineering functions.
  • Facilitate comprehensive, integrated, and forward-looking operations, programs, and projects, and establish broad policy guidance for subordinate entities and personnel.
  • Make key recommendations and decisions related to challenges affecting project budgets, legal or policy compliance, effectiveness, and practicality.
  • Keep abreast of developments in engineering, construction management, and technology.
  • Perform other assigned duties or duties undertaken on own initiative.

  • Progressive experience in architecture and civil engineering management and leadership as an owner's representative in a complex, multi-project work environment involving a broad range of stakeholders.
  • Experience managing and coordinating engineering projects as an owner's representative within a public-sector environment.
