Requirements
  • A JD from an accredited law school and a license to practice law in New York are required for Level I; a recent law school graduate who has taken the New York Bar but has not yet been admitted may serve at Level I for up to one year.
  • For Levels II and III, at least one year of relevant law firm or in-house experience is required.
  • Strong communication and interpersonal skills are required.
  • Strong legal research and writing ability is required.

Responsibilities
  • Draft solicitations for MTA agencies and negotiate terms and conditions and other contract-related documents for procurements and inter-agency agreements, including purchases of goods, services, hardware, software, infrastructure, and equipment contracts.
  • Analyze proposed or enacted legislation and municipal, state, or federal rules and regulations involving or affecting MTA agencies.
  • Address risk mitigation, contractor responsibility, and contract disputes as required.
  • Represent the MTA and its operating agencies in transactions, including contracts, agreements, and associated documentation; provide client counseling, compliance support, negotiation, dispute resolution, and risk management, and handle litigation matters in the Environmental and Condemnation Divisions.
  • Provide legal counsel on statutory, regulatory, agency policy, and other matters affecting MTA operations, affiliates, and subsidiaries.
  • At Level I, assist senior attorneys with contract reviews, negotiations, and transactional support; conduct legal research; draft routine agreements; manage deadlines; and gain exposure to corporate transactions, regulatory compliance, and policy issues under experienced counsel’s guidance.
  • At Level II, provide legal representation on matters of ordinary to moderate complexity; review and draft contracts; support negotiations; conduct legal research; assist with dispute resolution and litigation tasks; manage deadlines; and contribute to diverse legal matters under regular supervision.
  • At Level III, handle a demanding docket of moderately complex and sensitive matters; review and draft moderately complex contracts; lead negotiations; advise on agency policies; participate in dispute resolution; supervise junior attorneys on select matters; and work with internal clients to identify and mitigate legal risks.
  • Collaborate, depending on assigned matters, with MTA Legal Department leadership and staff; MTA departments and units; senior staff at operating agencies; federal, state, and local administrative agencies; the MTA Inspector General’s office; and MTA labor partners.
  • Work outside normal hours, including evenings and weekends, may be required.
  • Travel to other MTA locations or external sites may be required.
