Requirements
  • U.S. citizenship is required for HHS systems access, with the ability to obtain and maintain a Public Trust clearance.
  • A bachelor's degree in computer science or a related field is preferred.
  • At least 10 years of experience supporting Oracle E-Business Suite Federal Financials implementations within federal financial environments is required.
  • Hands-on functional and technical expertise with Oracle E-Business Suite Federal Financials modules, including General Ledger, Accounts Payable, Accounts Receivable, Purchasing, and Project Accounting, is required.
  • Ability to read, interpret, and validate system configurations, interface specifications, and financial data structures.
  • Experience performing quality assurance or technical oversight on EBS or enterprise resource planning implementation projects, including reviewing developer deliverables for accuracy and completeness.
  • Strong understanding of federal financial reporting, Unified Financial Management System data structures, and Oracle Federal Financials data models.
  • Demonstrated ability to evaluate technical approaches, identify risks, and provide objective, evidence-based feedback to implementation teams.
  • Proficiency with Jira, Confluence, Microsoft Project, and SharePoint.
  • Ability to translate technical concepts into business-friendly language.
  • Ability to support Agile and hybrid software development life cycle delivery, including backlog prioritization, sprint planning, and iterative release management.
Responsibilities
  • Serve as the senior functional and technical subject matter expert for Oracle E-Business Suite Federal Financials, providing hands-on expertise across the General Ledger, Accounts Payable, Accounts Receivable, Purchasing, and Project Accounting modules supporting the Unified Financial Management System.
  • Lead, guide, and validate requirements analysis, configuration, and functional design for EBS enhancements, patches, and minor and major upgrades across Unified Financial Management System instances.
  • Serve as a technical oversight and quality assurance reviewer by independently evaluating EBS configuration changes, interface designs, and system outputs produced by the implementation team.
  • Review and challenge functional and technical assumptions, estimates, sequencing, and design decisions to ensure feasibility, quality, and alignment with Unified Financial Management System standards.
  • Validate EBS configuration changes, interface specifications, and data flows for accuracy, consistency, and adherence to HHS financial management and data governance practices.
  • Coordinate requirements gathering with Office of Finance stakeholders, financial analysts, and data owners, translating business needs into detailed functional and technical specifications.
  • Manage Agile and hybrid software development life cycle workflows, including backlog prioritization, sprint planning, and cross-functional coordination with developers, functional analysts, and quality assurance resources.
  • Maintain Project Management Office governance artifacts for Unified Financial Management System projects, including schedules, risk and issue logs, decision trackers, and status reports aligned to Project Management Support II standards.
  • Identify data quality and interface issues, validate root causes, assess downstream financial reporting impacts, escalate risks, and recommend mitigation strategies.
  • Support Unified Financial Management System modernization efforts, including migration planning, shared service provider transition readiness, and transition to future-state financial platforms.
  • Facilitate stakeholder engagement across the Assistant Secretary for Financial Resources, Office of Finance, Program Support Center, and Department of Health and Human Services components, including the Division of Systems and Operations Management, to align system requirements, manage dependencies, and ensure delivery readiness.
  • Collaborate with cybersecurity and compliance teams to ensure EBS environments adhere to Risk Management Framework, Authority to Operate, and data protection requirements.

The deal brings 300 employees and adds capabilities in risk and compliance, finance and accounting, and tax consulting. Milwaukee-based Jefferson Wells, with over 30 years of operating history, generated $76 million in US revenues in 2025. The company serves public and highly regulated companies across financial services, technology and energy sectors, complementing Sikich's existing presence in healthcare, life sciences and manufacturing. Sikich chairman Christopher Geier said the acquisition enhances existing capabilities whilst maintaining alignment in culture and client service approach. The transaction closed on 30 April.

The transaction closed on 30 April 2026, with ManpowerGroup receiving net cash proceeds of approximately $88 million after working capital adjustments. Jefferson Wells US delivers risk and compliance, finance and accounting, and tax solutions through project consulting, integrated resourcing and executive search. The business generated $76 million in revenues in 2025. ManpowerGroup plans to use the proceeds to strengthen its balance sheet whilst focusing on its core Manpower, Experis and Talent Solutions brands. The sale will result in a gain to be recognised in the second quarter. Sikich said the acquisition enhances its capabilities in risk, compliance, finance, accounting and tax services.
