Requirements
  • Consecutive employment in a position with comparable responsibilities within the past five years.
  • Must be able to use a computer to communicate via email.
  • Proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position.
  • Four years of relevant experience.
  • Bachelor’s degree in a related field of study.
  • Experience dealing with diverse interests and contentious issues.
  • Experience facilitating groups of diverse stakeholders to reach consensus decisions.
  • U.S. Citizenship Required.
  • Excellent oral and written communication skills (This employer participates in the e-Verify program).
  • Proficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe).
  • All ProSidian staff must be determined eligible for a “Facility Access Authorization” (also referred to as an “Employment Authorization”) by the USG’s designated Security Office.
  • Must be able to submit to and qualify for varying levels of background investigative requirements, up to a Top Secret or DOE "Q" clearance.
  • Travel: Occasional travel may be required.

Responsibilities
  • Lead and oversee meeting schedules, agendas, and work plans for HAB; establish and distribute HAB meeting schedules, agendas, and work plans in consultation with DOE HAB Coordinator(s), Washington State Department of Ecology, U.S. Environmental Protection Agency local representatives HAB Chairperson, and HAB Executive Issues Committee.
  • Lead and oversee committee and board meeting agendas; ensure committee and Board agenda topics are included in the agenda in a timely manner and acceptable to the three agencies; final detailed agendas provided 10 days prior to HAB committee and full Board meetings.
  • Lead and oversee communications with agency representatives; maintain ongoing and effective communications with DOE Federal Coordinators, HAB leadership, members and issue managers.
  • Lead and oversee HAB annual reports; develop and distribute the HAB Annual Report; provide a digital copy to DOE.
  • Lead and oversee HAB/public involvement survey; assist Ecology’s Annual HAB/Public Involvement Survey by conducting the survey and provide results to the Federal Coordinator.
  • Lead and oversee HAB library per FACA guidelines; maintain a HAB library; organize and maintain the official required Federal Advisory Committee Act information repository; subject to DOE inspection/records requirements.
  • Lead and oversee monitoring and carrying out administrative procedures; monitor and assist in carrying out administrative procedures including attendance and conflict of interest policies, formulation and dissemination of policy advice and recommendations, and ground and operating rules; seek clarification with DOE HAB Coordinator(s) and HAB leadership as necessary.
Desired Qualifications
  • Certified Professional Facilitator (preferred).
  • Experience facilitating tribal, state, and federal stakeholders (preferred).
  • Knowledge of environmental law, Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) (preferred).
  • Knowledge of tri party agreement and applicable treaties including the Treaties of 1855, and the rights and recognition of Tribal trustees as sovereign nations with traditional cultural interests in the landscapes and resources at the Hanford Site (preferred).
