Requirements
  • Bachelor’s degree in Instructional Design, Education, Training & Development, or related field.
  • Minimum 5 years of professional experience in instructional systems design and/or LMS administration.
  • Proficiency in eLearning authoring tools (Articulate Storyline, Adobe Captivate, H5P, Camtasia).
  • Strong knowledge of LMS platforms (Totara, Moodle, or similar).
  • Demonstrated ability to create SCORM/xAPI/HTML5 and Section 508 compliant courses.
  • Experience conducting needs assessments, developing learning objectives, and evaluating training outcomes using the Kirkpatrick Model.
  • Strong skills in multimedia asset creation (graphics, video, audio, animations).
  • Excellent communication skills for consulting with SMEs, stakeholders, and end-users.
  • Strong organizational skills with ability to manage multiple projects and deadlines.
Responsibilities
  • Apply instructional systems design methodologies (ADDIE, SAM, Bloom’s Taxonomy) to analyze training needs, define learning objectives, and design engaging, evidence-based learning solutions.
  • Develop eLearning, blended learning, and instructor-led courses, including prototypes, storyboards, and final deliverables.
  • Use tools such as Totara LMS, Adobe Captivate, Articulate Storyline, Camtasia, H5P, and Adobe Creative Suite to create SCORM/xAPI/HTML5 and Section 508 compliant content.
  • Create multimedia learning assets (graphics, videos, animations, podcasts, blogs, quick-reference materials, guides).
  • Conduct testing and quality assurance to ensure courses function properly within the LMS and are free of content/technical errors.
  • Review, update, and enhance existing training materials to align with policy, regulatory, and organizational updates.
  • Serve as a business consultant for training and LMS administration, providing guidance to stakeholders, SMEs, and junior specialists.
  • Support LMS administration including: Tier I and Tier II helpdesk support for users (tickets, troubleshooting, Boolean logic queries). Content uploads, course enrollments, and tracking. Drafting/updating LMS governance documentation and SOPs.
  • Perform data analysis and reporting to measure training effectiveness (Kirkpatrick Levels 1–4), generate dashboards, and provide actionable insights.
  • Ensure all instructional products meet Section 508 accessibility standards and are optimized for multiple devices/browsers.
  • Collaborate with stakeholders, COR-designated representatives, SMEs, and other vendors to deliver timely, high-quality training deliverables.
  • Provide monthly status reports, bi-annual reports, and other required documentation in line with project requirements.
  • Provide writing and editorial support (proofreading, style/grammar checks, newsletters, training announcements).
  • Support multimedia production (video editing with Adobe Premiere Pro, captioning).
  • Provide graphic design support (Adobe Illustrator/Photoshop for digital and print assets).
  • Deliver translation support for training materials (Spanish, French, or other languages).

  • Experience with data analytics and reporting on learning effectiveness.
  • Knowledge of adult learning principles, cross-cultural training, and blended learning strategies.
  • Experience with multilingual training development (Spanish, French).
