- Use vulnerability analysis, exploitation, and defensive process experience to execute offensive cyber operations that inform critical security missions.
- Apply leading-edge principles, theories, and technologies and contribute to the development of new cyber operations concepts and tradecraft.
- Prior experience supporting the same or similar contract, with an in-depth understanding of the customer environment, requirements, and operational landscape, is highly desirable.

What does TekSynap & Shearwater bring to the venture? TekSynap said Tuesday it brings technical expertise, federal delivery capabilities and cleared personnel. It also contributes quality certifications earned from working with the defense, intelligence, health, state and civilian sectors. TekSynap's recent work for the Nuclear Regulatory Commission includes enterprise IT operations, cybersecurity, engineering, cloud and modernization services under the agency's Systems, Network and Related Cross-Cutting Services, or SNCC, 2.0 program. Shearwater adds its Native Hawaiian Organization 8(a) status and direct-award eligibility, as well as a community-focused mission model. ShearTek is the latest mentor-protégé venture involving Shearwater, which previously partnered with Tria Federal to form Olakino Solutions, an 8(a) joint venture focused on federal health IT. Fabian Plath, chief growth officer at TekSynap, said the partnership is focused on supporting federal customers' mission needs, helping speed up outcomes, cut procurement friction and deliver secure, scalable technology at the pace their missions demand. What capabilities will ShearTek provide? ShearTek is meant to help agencies modernize or replace aging systems, close cybersecurity gaps and move toward the cloud and other advanced technologies. For contracting officers and procurement officials, the joint venture offers a faster acquisition route for enterprise IT and mission-support work without sacrificing the scale or rigor a federal environment demands. Stephen Chvala, chief strategy officer and president of Shearwater, said the venture is intended to enable agencies to act faster without sacrificing mission performance by pairing Shearwater's 8(a) acquisition advantages with TekSynap's delivery capabilities.
IT contractor TekSynap warns 69 employees of potential layoffs. The Reston company is looking for alternative assignments to keep the engineers and project managers on board as a federal contract ends. Sixty-nine workers at an IT federal contractor are facing layoffs as a defense contract is coming to an end. TekSynap, which is headquartered in Reston and employs more than 1,000 people, announced in its federally required Worker Adjustment and Retraining Notification (WARN) that the company is "actively evaluating" other available work to avoid layoffs. Affected employees, who are located across the US, include engineers, product managers and analysts. Layoffs would happen across October, November and December, based on the remaining work in what the company calls its "wireless" contract, per the filing. It's unclear exactly what work that refers to. Only one active TekSynap contract related to wireless appears in the USAspending.gov database. It's with the Department of War's health agency, to install new wireless network infrastructure - and is scheduled to end Sept. 29. TekSynap did not respond to a request for comment. A WARN doesn't necessarily mean the jobs will definitely be cut. It's common for government contractors to file this kind of notice when contracts are nearing their end (or pending renewal), as leaders determine if it's possible to keep workers employed, since federal rules require advanced notice of large-scale layoffs. It happens a lot during government shutdowns. TkSynap has won 1,905 contracts valued at $1.1 billion since its founding in 2008, including IT services for the Nuclear Regulatory Commission, Department of Interior and the General Services Administration, in addition to its defense work.
