Requirements
  • Possession of a baccalaureate degree from an accredited college or university.
  • Five (5) years full-time equivalent experience performing professional-level analytical work in areas such as budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
  • Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for the required one (1) year of experience.
  • Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
Responsibilities
  • Lead and perform challenging and complex projects spanning budgeting, financial analysis, economic analysis, data analysis, legislative and administrative policy, and contract administration.
  • Evaluate policy, financial, program, and organizational issues and present findings and recommendations to senior management.
  • Oversee key aspects of departmental operations, including budget development, grants management, and contract administration.
  • Conduct substantive, detailed, and consequential analytical work impacting the department, agency, or program in areas such as budget development, financial and economic analysis, capital projects and grants management, development of complex contracting systems, administrative/management systems, legislation and regulation impact analysis, and program evaluation and planning.
  • Confer with senior management, supervise and train staff, and coordinate complex financial and operational activities as part of Policy and Administrative Analysis.
  • Direct and conduct complex and comprehensive surveys, studies, and research processes to analyze data and information from multiple sources; develop evaluative processes, create spreadsheets, document findings, and formulate recommendations.
  • Analyze and evaluate the effect of highly complex and sensitive legislation, regulations, law, court decisions, and memoranda of understanding on the department; advise management and present formal reports with compliance and mitigation recommendations; act as a legislative liaison to other departments.
  • Evaluate existing and proposed programs, develop performance measures, and recommend policies, procedures, and work processes for new programs; coordinate implementation and ongoing evaluation of new programs.
  • Forecast, revenue/expense projections, cost/benefit analysis, and financial reporting as part of financial and economic analysis.
  • Advise management in budget development, administration, monitoring, and reporting; conduct revenue/expense, trend, and statistical analyses; prepare budget narratives; negotiate budget proposals.
  • Manage complex, multi-source capital projects and grants; monitor grant budgets; ensure compliance with funding and legal requirements.
  • Develop, process, and administer highly-complex contractual agreements with multiple funding sources; perform competitive solicitation, negotiation, and contract compliance monitoring.
