Requirements
  • Seven or more years of technical systems analyst experience are required.
  • Five or more years of experience working within an information technology development environment, including familiarity with the systems development life cycle, relational databases, and development practices are required.
  • Five or more years of experience supporting complex software applications, including custom-developed applications and commercial products, are required.
  • A bachelor's degree in Business Administration, Computer Science, Healthcare, or a related program from an accredited institution is required.
  • Advanced knowledge and understanding of systems development life cycle methodologies, formal requirements gathering methodologies, project management principles and practices, and interpreting stakeholder needs are required.
  • Technical, analytical, and interpersonal skills are required.
  • Proficiency with Microsoft PC desktop applications, including Excel, Word, Microsoft Project, and Visio, is required.
  • Analytical and process skills are required.
  • The ability to clearly articulate problems and proposed solutions is required.

Responsibilities
  • Serve as a lead for one or more moderately complex business processes, requiring the design or integration of technical solutions that may cross multiple business functions, and provide business and information technology input.
  • Provide guidance and leadership to influence process changes that improve information technology service and delivery to customers.
  • Provide leadership, mentorship, and direction to information technology and business team members, and coach and transfer knowledge to less experienced team members.
  • Lead the planning, design, and implementation of technology upgrades and software application releases, including business process redesign and documentation for new technology.
  • Establish contracts and budgets with external service providers, ensuring that vendors meet commitments and deliver quality products and services.
  • Perform requirements analysis by translating business needs into technical system requirements and specifications, leading a structured requirements process, and conducting data gathering and analysis to understand business strategy requirements.
  • Develop and maintain system documentation, including system requirements, design documents, process flows, intake requests, project plans, issue logs, and test plans, and generate communications and plans to mitigate disruption from change.
  • Evaluate system performance measures to ensure systems are scalable and continue to meet organizational needs, and coordinate and perform application testing as needed.
  • Facilitate project and problem-solving meetings with business and information technology groups, build liaison relationships, and establish and maintain relationships to provide effective solutions.
  • Manage stakeholder expectations, analyze performance metrics to ensure stakeholder satisfaction, track and report progress on technical implementations, and manage customer expectations.
  • Investigate and resolve problems in conjunction with technical teams, assist with problem investigation and statements, and escalate issues as appropriate.
  • Conduct research on hardware and software products and propose recommendations to information technology management and business sponsors.
  • Provide support in creating reports, research, and documentation for analysis of business satisfaction.
  • Lead development and communicate business requirements and functional specifications for the design and implementation of business solutions.
  • Conduct feasibility studies and draft proposals for evaluation by appropriate users and managers.
  • Participate in information technology solution deployment activities and ensure that solutions meet business needs.
  • Perform other duties as required to support health plan operations and department business needs.
Desired Qualifications
  • IIBA or Certified Business Analysis Professional (CBAP) certification is preferred.
