Requirements
  • At least 3 years of relevant work experience is required.
  • At least 3 years of construction oversight experience, including surveillance, monitoring, and control of construction activities, is required.
  • Experience reviewing construction technical data for progress reports and preparing data for construction project pay estimates is required.
  • Experience enforcing construction industry and safety standards on construction projects is required.
  • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint is required.
  • The ability to communicate clearly with a variety of stakeholders is required.
  • The ability to effectively solve problems is required.
  • Experience managing multiple projects with independent schedules and budgets simultaneously is required.
  • The ability to travel between job sites if requested and work flexible hours is required.
  • Candidates must be able to walk or climb to inspection points, work in varied weather and terrain, work in hot, cold, or humid conditions, and maintain focus and precision during inspection tasks.
  • The ability to pass a background investigation, including criminal history, driving record, and educational verifications, is required.
Responsibilities
  • Maintain daily surveillance over field engineering activities associated with specific phases of a major military construction project.
  • Provide expertise and guidance on safety and quality assurance and ensure adherence to safety regulations during daily construction activities.
  • Review contractor-proposed schedules for logic, adequacy, and practicability to ensure milestones will be met.
  • Review contractor payment estimate submittals, progress measurement data, and reports of materials and equipment used.
  • Prepare daily activity reports covering instructions to contractor representatives, quantities of pay items placed, weather conditions, construction progress, reasons for delay, and unusual problems encountered.
  • Provide safety and quality assurance expertise and guidance to all sections and personnel under the project's purview.
  • Ensure compliance with environmental Best Management Practices under the contract.
  • Support project-related outreach efforts as required.
  • Support the construction oversight manager and Government Contracting Officer's Representative or Project Manager in construction execution.
  • Analyze problems and review and interpret the requirements of plans and specifications.
  • Monitor work layout and inspect all work in progress.
Desired Qualifications
  • A Bachelor's degree is preferred.
  • Experience with horizontal construction is preferred.
  • Proficiency with project management software such as Procore or Autodesk is preferred.
  • One or more of the following certifications is highly preferred: OSHA 30 Construction, Mobile Elevated Work Platform, Construction Quality Management, or EM 385-1-1.
