Requirements
  • At least 10 years of relevant experience with a Master's degree, compliant with General Services Administration standards.
  • A Bachelor's degree in a relevant field such as GIS-related study, Earth Science, Information Technology, Engineering, or Business.
  • Demonstrated experience working in a Department of War or Intelligence Community agency providing total lifecycle acquisition management.
  • Demonstrated experience writing complex requirements documents, including SOCs, ECDs, AoA/study reports, SOWs, and PWSs.
  • Demonstrated knowledge of GEOINT phenomenology, including radar, electro-optical, full-spectrum, and other planned and potential capabilities.
  • Demonstrated specialized government agency or military experience in GEOINT or all-source intelligence processes and activities.
  • Demonstrated specialized experience supporting Department of War and Intelligence Community studies.
  • Demonstrated experience leading or conducting and documenting technical evaluations of contractor proposals.
Responsibilities
  • Lead the process of validating program requirements to ensure they are complete, well-defined, and within the scope of the intended program or contract vehicle.
  • Manage the development of complete procurement packages, including acquisition schedules, financial plans, statements of work, and evaluation criteria under Sections L and M.
  • Lead the technical evaluation of contractor proposals, document the findings of the evaluation board, and provide data-driven recommendations to the program manager.
  • Proactively monitor the execution of all requirements under contract, identify potential performance issues, and recommend corrective actions.
  • Serve as the primary author for complex requirements documents, including SOCs, ECDs, AoA/study reports, SOWs, and PWSs, for a contract.
  • Lead planning activities and improve NGA GEOINT readiness through attendance in readiness activities such as exercises, experiments, wargames, and GEOINT Intelligence Support Planning, while anticipating and forecasting events that could impact NGA mission support.
  • Review and edit technical requirement or capability documents on specific phenomenology in support of future GEOINT system development.
  • Design, coordinate, execute, and analyze NGS and NSG studies, assessments, and analytic efforts.
Desired Qualifications
  • ITIL certification for IT service management.
  • DAWIA Level II or III certification in Program Management or Contracting.
  • Direct experience with the NGA requirements process and acquiring information technology infrastructure services.
  • Ability to perform assigned duties and learn capability requirements and federal acquisition procedures with general supervision.
  • Demonstrated specialized capability requirements or lifecycle acquisition experience specifically applied within the Department of War or the Intelligence Community.
  • Demonstrated understanding of the GEOINT mission and its contributions to the Department of War and Intelligence Community.
