Responsibilities
  • Develop comprehensive cost plans and budgets across all stages: concept, feasibility, preliminary, and detailed design.
  • Prepare benchmarking models using historical data, BCIS, SoR, and international cost indices.
  • Lead life cycle cost and carbon cost assessments for sustainable infrastructure planning.
  • Ensure cost alignment with project phasing strategies and GW-scale capacity build-outs.
  • Prepare and validate Bills of Quantities (BOQs) in line with NRM, CESMM, and MCHW standards.
  • Perform detailed quantity take-offs for EHV transmission lines, Switchyards/substations, and renewable systems (Solar, Wind, & BESS).
  • Support preparation of tender documents, pricing schedules, and bid evaluation frameworks.
  • Ensure BOQ alignment with design drawings, specifications, and execution methodology.
  • Administer contracts under NEC, FIDIC, and JCT frameworks.
  • Manage Variation Orders (VOs), Change Requests, Claims and EOT evaluations
  • Ensure contractual compliance, commercial protection, and risk mitigation.
  • Maintain contract registers, claims logs, and change trackers.
  • Develop and implement procurement strategies aligned with project timelines and cost objectives.
  • Support vendor prequalification, bid evaluation, and contract award recommendations.
  • Optimize procurement through package strategy, bulk procurement, and cost leverage mechanisms.
  • Integrate cost management with project scheduling (Primavera/MSP) for holistic project control.
  • Maintain progress trackers, cost-loaded schedules, and resource planning frameworks.
  • Provide forecasting, risk-adjusted cost projections, and financial risk analysis.
  • Act as the commercial interface between Client / Owner; EPC Contractors; Design Consultants; Procurement & Finance teams.
  • Ensure alignment on cost, schedule, and contractual obligations.
  • Support technical-commercial discussions during design and execution phases.
  • Perform carbon footprint assessments and integrate low-carbon design strategies.
  • Evaluate embodied carbon and operational cost trade-offs.

IIT Bombay researcher Prof. Anurag Garg will conduct the feasibility study, recommend the most suitable desilting method and prepare the Detailed Project Report (DPR). Prof. Garg, a researcher with IIT Bombay's Department of Environmental Science and Engineering, has expertise in waste management, wastewater treatment and resource recovery. His expertise will be used to assess the lake's water quality, support biodiversity conservation and plan the desilting process. Garg's appointment will provide scientific and technical inputs for the lake's proposed revival, according to the proposal submitted by the BMC administration to the Standing Committee. FPJ Shorts Water Quality Assessment Planned The study will collect 32 water samples; two each from 12 locations in the lake and six sewage outfalls. The samples will be tested for pH, dissolved oxygen, nutrients, coliform and heavy metals. It will also assess the environmental impact of desilting, including the risk of pollutants being released back into the water. Seasonal variations in water quality, sewage inflows and the most suitable desilting method will be assessed before the restoration plan is finalised. The project will be funded through Corporate Social Responsibility (CSR), with IIT Bombay seeking an advance payment of Rs 62 lakh. The proposal is currently before the Standing Committee for approval. Spread across 223 hectares, with a 6.61-sq-km catchment area, Powai Lake is one of Mumbai's prominent urban water bodies. Promenade Redevelopment Plan The BMC has appointed AECOM Asia Company Limited to prepare a master plan for the long-awaited redevelopment of the Powai Lake promenade at a consultancy cost of Rs 1.85 crore. The plan envisages holistic redevelopment of the lake and promenade, with scope for future recreational facilities. The lake will stop receiving sewage from October 1, after all 18 sewage outfalls are intercepted. The redevelopment could also introduce ticketed access, as the state government has asked the BMC to develop a financially self-sustaining model for the popular public space, said a civic official. The referral regarding the Calgary-Red Deer-Edmonton high-speed rail corridor was announced by the Honourable Eleanor Olszewski, Minister responsible for Prairies Economic Development Canada, on behalf of Minister of Transport Steven MacKinnon, alongside Premier Danielle Smith and Devin Dreeshen, Minister of Transportation and Economic Corridors. Prairie Link has been developing its proposal since 2021 through engineering, ridership and financial analysis. Its partnership brings together Indigenous equity ownership and the capital, design, engineering, construction, development and operating expertise needed to deliver high-speed rail. The proposal is being advanced with an investment framework designed to attract private capital and align with Alberta's requirement that the project proceed with minimal provincial taxpayer funding. The team will now develop the design and carry out the technical and planning work needed for the proposed redevelopment of the site. The appointment marks an important step in plans to replace the existing centre, which has served the local community since 1987. Emerging proposals for the new centre include modern swimming pools with moveable floors, interactive water-play facilities, a larger gym, sports hall, fitness studios, improved changing facilities and new family and community spaces. The new centre will be developed with residents, schools and community groups. A second round of engagement is planned for October and November, giving local people the opportunity to respond to the emerging proposals and help shape aspects of the design and user experience. This builds on engagement in 2024-25, when more than 900 people shared their views on what they would like to see from a new leisure centre. Swimming, accessible fitness facilities and family-friendly spaces were consistently highlighted as priorities, and that feedback is now helping to shape the developing proposals. As part of the wider redevelopment, the proposals also include new homes and improved public realm. The residential element will contribute towards the cost of delivering the new leisure centre and reduce the amount the council would otherwise need to borrow. In the meantime, Brentford Fountain Leisure Centre remains open as normal, with no closure date yet set. AECOM stock down 30% in six months amid $337M project charge and cash flow pressures

AECOM shares have fallen 30% over the past six months, underperforming the S&P 500's 16% gain and its industry peers. The infrastructure consulting firm faces significant near-term challenges, including a $337 million charge in its Construction Management business due to subcontractor productivity issues and project delays. Operating cash flow dropped to $169.2 million in the first nine months of fiscal 2026 from $625.5 million the previous year. The company now expects full-year free cash flow of approximately $300 million, with pressures continuing through the first half of fiscal 2027. Despite these headwinds, AECOM's backlog reached a record $27.8 billion, up 13%, supported by strong demand across transportation, water, energy and data centres. However, fiscal 2026 earnings estimates have declined to $4.48 per share, representing a 14.8% year-over-year decrease, before an expected 33.7% rebound in fiscal 2027.
