Requirements
- Possess a minimum of five years of experience in military- or law-enforcement-related personnel recovery matters.
- Have three years of recent experience delivering both classroom and field instructional training.
- Have three years of recent experience developing or supporting effective programs of instruction and exercise training scenarios.
- Be capable of operating independently or collectively in a high-paced environment.
- Be capable of obtaining and maintaining a Top Secret clearance with Sensitive Compartmented Information access.
- Be capable of obtaining and maintaining a valid U.S. driver’s license and passport; associated expenses are the employee’s responsibility.
- Maintain current Cardiopulmonary Resuscitation and Automated External Defibrillator certifications; any training needed to keep the certifications valid is at the employee’s expense.
- Work a fixed eight-hour day Monday through Friday, excluding federal holidays; hours may range from 6:00 a.m. to 6:00 p.m. Extended weekday or weekend hours may be required.
- Telework is not authorized for this contract.
- Develop project documents on electronic media compatible with the required versions of Microsoft Word, Excel, AutoCAD, or other required software.
- Maintain individual project files containing background information, design notes, and other materials for assigned projects.
- Be familiar with Department of State Smith Training, High Threat Security Overseas Seminar, Serving Aboard for Families & Employees, Foreign Affairs Counter Threat, and Federal Emergency Management Agency National Incident Management System training.
- Be familiar with the DEA Learning System.
- Demonstrate proficiency with business tools and technology, including Microsoft Office; advanced skills in Excel, Access, Outlook, PowerPoint, and Word, and proficiency with Adobe Acrobat, data analytics tools, and Visio are identified as ideal.
- Be familiar with the listed personnel recovery training regimen, Backcountry Skills Week training, PREP/FACT courses, personnel recovery policies and procedures, interagency coordination, and training and operational support for personnel potentially isolated or detained while deployed outside the continental United States.
Responsibilities
- Support the Federal Law Enforcement Agency’s existing Personnel Recovery Program as a subject matter expert, including training, operational support, and program enhancement.
- Provide Personnel Recovery subject matter expertise and training, including a one-day Academic Resistance Laboratory Training regimen.
- Conduct a biannual Backcountry Skills Week training course and develop a course syllabus for anticipated future ten-day Personnel Recovery Emergency Preparedness/Foreign Affairs Counter Threat courses.
- Train agency personnel, task force officers, Emergency Support Function 13 personnel, other government agencies, and foreign host-nation counterparts.
- Suggest new personnel recovery policies and procedures, conduct or assist with interagency coordination, and provide training and operational support to personnel who could become isolated or detained while deployed outside the continental United States.
- Provide training and logistical support for the Agency’s Office of Training and deploy to support training in the continental United States and outside it.
- Consult on development and enhancement of the agency’s personnel recovery program, including prevention, reporting, locating, supporting, recovering, and reintegrating personnel.
- Recommend enhancements to the agency’s personnel recovery architecture, including support for the Personnel Recovery Training Unit.
- Recommend draft language for, and assist in coordinating, memoranda of agreement and understanding with interagency counterparts and other government agencies, consistent with existing similar memoranda and leveraging agencies’ resources and capabilities.
- Assist in assessing the risk that agency units, sections, and personnel eligible for overseas deployment may become isolated and require recovery.
- Assist in drafting revisions to personnel recovery policies and recommend how personnel should act if isolated from friendly forces in foreign territories, consistent with other government agency guidelines and policies.
- Recommend a tailored training program to help agency personnel evade or prevent hostage situations and survive and cope with detention or hostage events involving foreign governments or terrorist organizations, based on continuous risk assessments.
- Recommend training initiatives that include surveillance detection techniques and advanced intelligence concepts and principles.
- Continue evolving the PR II, Advanced PR III, and anticipated PREP course curricula based on emerging threats to agency personnel worldwide.
- Recommend development and refinement of repatriation and reintegration procedures.
- Identify equipment requirements needed to support the personnel recovery program.
- Follow Federal Agency policies, regulations, guidance, operational requirements, and terminology; while outside the continental United States, also follow Department of State policies, regulations, guidance, operational requirements, and terminology.
- Assist agency personnel in establishing and maintaining liaison with external agencies.
- Provide training to selected personnel as directed by the Task Monitor, including High Threat Security Overseas Seminar, Serving Aboard for Families & Employees, Foreign Affairs Counter Threat, and National Incident Management System training.
- Consult on personnel recovery operations worldwide as circumstances require and as determined by the Federal Agency.
- Conduct a five-day Backcountry Skills Week training course twice yearly, covering navigation, signaling, water procurement, fire making, shelter building, and tracking; update the curriculum as survival techniques improve.
- Coordinate the training schedule with the Task Monitor.
Desired Qualifications
- Previous interaction with Department of State Diplomatic Security Services Regional Security Officers is preferred.
- Department of Defense Survival, Evasion, Resistance, and Escape principles, code-of-conduct principles, and the Instructor Development Course are recommended or preferred.
