Requirements
  • Minimum of five years of experience in military or law enforcement related personnel recovery matters.
  • Possess or be capable of obtaining and maintaining a Top Secret clearance with Sensitive Compartmented Information access.
  • Capable of obtaining and maintaining a valid U.S. driver’s license and passport; expenses are the responsibility of the analyst.
  • Three years of recent experience delivering both classroom and field instructional training.
  • Three years of recent experience in developing or supporting effective programs of instruction and exercise training scenarios.
  • Capable of operating independently or collectively in a high-paced environment.
Responsibilities
  • Provide Federal Agency with Personnel Recovery Subject Matter Expert support to enhance its Personnel Recovery Program and conduct related training within the Office of Training.
  • Incorporate a one-day training regimen pertaining to Academic Resistance Laboratory Training.
  • Conduct a biannual five-day Backcountry Skills Week training course; coordinate scheduling and development; evolve curriculum based on new survival techniques.
  • Develop course syllabi for anticipated future ten-day Personnel Recovery Emergency Preparedness and Foreign Affairs Counter Threat courses; speak to and advise on training content.
  • Suggest new policies and procedures; assist inter-agency coordination; provide training and operational support to personnel potentially isolated or detained OCONUS.
  • Provide training and logistical support for Office of Training; deploy assistance in CONUS and OCONUS deployments.
  • Recommend enhancements to the Personnel Recovery architecture and support the PR Training Unit; assist in drafting MOAs/MOUs with inter-agency counterparts and OGAs.
  • Assist in risk assessment of DoD/DoS/OGAs units, sections, and personnel eligible to deploy OCONUS; draft revisions to PR policies.
  • Develop tailored training program for evading or preventing hostage situations and surviving detention; base initiatives on risk assessment findings; incorporate surveillance detection techniques and advanced intelligence concepts; evolve course curriculums for PR II, Advanced PR III, and PREP courses.
  • Develop and refine repatriation and reintegration procedures; identify equipment requirements to support PR program; ensure compliance with DoD, DoS, and OGA policies; establish liaison with external agencies.
  • Provide training to selected personnel on DoS HTSOS, SAFE, FACT, and FEMA NIMS; advise on inclusion of SERE principles and IDC; maintain CPR and AED certifications.
  • Lead a five-day Backcountry Skills Week training course biannually; include navigation, signaling, water procurement, fire making, shelter building, and tracking; ensure curriculum evolves with new techniques.
Desired Qualifications
  • Experience with DoS Diplomatic Security Services or Regional Security Officer interactions preferred.
  • Familiarity with DoS High Threat Security Overseas Seminar (HTSOS), Serving Aboard for Families and Employees (SAFE), Foreign Affairs Counter Threat (FACT), and FEMA National Incident Management System (NIMS) preferred.
  • Familiarity with Drug Enforcement Administration Learning System (DEALS) preferred; experience with interagency MOAs/MOUs development preferred.
  • DoD Survival Evasion Resistance Escape (SERE) principles and Instructor Development Course (IDC) familiarity preferred.
  • Top Secret clearance with SCI access is listed as a requirement, but any enhancement or certification related to SCI access could be considered desirable.
