A bachelor's degree in Journalism, Communications, Marketing, Business Administration, Public Relations, English, Public Administration, Social Sciences, Law, or a related field, plus at least six years of progressively responsible strategic communications, media relations, or public information experience, including working knowledge of print and online media; alternatively, an associate's degree in one of those fields plus at least eight years of such experience.
An equivalent combination of experience and training that provides the required knowledge, skills, and abilities may be considered.
Any employee driving on official business must have a driving record meeting County and insurance-carrier standards.
A valid Class C Texas driver's license is required.
Ability to read, analyze, and interpret complex documents and respond effectively to sensitive inquiries or complaints.
Ability to write speeches and articles using original or innovative techniques or style and speak effectively before groups.
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages.

Responsibilities
Communicate critical information effectively to the public.
Maintain County digital communication accounts and editorial calendars, and compose planned and ad hoc content.
Prepare and distribute press releases and information for media outlets on behalf of Nueces County.
Help develop a social media plan for Nueces County Commissioners Court and assist each Court member with social media design and message delivery.
Respond to media and public information requests and serve as the County's representative as needed.
Preserve and enhance the Nueces County brand.
Provide onsite and remote public affairs counsel to Commissioners Court and elected officials in Nueces County.
Draft and execute public affairs plans for events, programs, crisis events, and emergencies.
Draft, edit, and coordinate approval of press releases, media advisories, speeches, video scripts, bylined articles, emails, social media posts, talking points, and other written materials; Commissioners Court retains final decision and editorial authority.
Liaise with media members and organizations; respond to media queries with approved information; and coordinate media interviews, press conferences, media availabilities, and online events for Commissioners Court and elected officials when requested.
Produce or coordinate multimedia products, including infographics, graphs, charts, presentations, videos, podcasts, and online events.
Edit, update, and create content for the County website and other properties; create and maintain official County social media properties; coordinate content across platforms; and monitor social media interactions, providing feedback about message clarity and understanding.
Attend public meetings, including meetings that may occur in the evening or require out-of-town travel.
Represent the County at community and organizational activities and events.
Ensure all official County releases are routed through and distributed by the Public Information Officer.
Track issues, trends, and politics in the news and advise Commissioners Court on research findings.
Make public presentations to Commissioners Court, other public bodies, and community organizations on issues and projects.
Coordinate briefing materials and assist in facilitating media coverage for activities.
Prepare and review correspondence, project reports, and media releases.
Serve as the initial point of contact for constituents, external agencies, and people seeking appointments to boards or commissions.
Monitor news media, other agencies, and governmental reports for matters important to County interests.
Respond to news outlets seeking information about Nueces County business and obtain approval from the County Judge, or the County Attorney if the Judge is unavailable, when a response raises a question.
Serve on the Emergency Management Team and in the Emergency Operations Center, and remain on duty before, during, and after natural disasters and emergencies as directed.

SUMMARY: Responsible for creating and enabling effective communication between Nueces County and regional news media outlets and the general public. This position will serve as Nueces County’s primary steward of accurate information sharing and County adherence to relevant brand, communications, social media and related guidelines, policies, and laws. Acts in a public relations capacity in coordinating with the media and receiving inquiries from constituents. The incumbent is responsible for the overall development and implementation of the county’s Public Affairs programs and services.
The employee will serve as part of the Emergency Management Team and Emergency Operations Center (EOC) for Nueces County.
The employee is required to be on duty before, during, and after natural disasters and emergencies, as directed.
ORGANIZATIONAL RELATIONSHIPS: Individual is responsible to, follows policies established by, and is appointed by Commissioners Court and reports to the Nueces County Commissioners Court and the County Judge daily. Provides support to Commissioners Court and keeps the court informed on issues that directly impact county business. Keep the County Judge and Commissioners informed on the general operations of the department and notify the Commissioners on situations that directly impact their individual Precinct. Establishes and maintains effective working relationships with all county officials, department heads, governmental jurisdictions, the private sector, and the public. Commissioners Court approves the department budget.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Provide onsite and remote public affairs counsel to Commissioners Court and elected officials in Nueces County.

Liaison with members of the media and media organizations. Respond to media queries, coordinate accurate responses, and respond to queries with information approved. Coordinate media interviews, press conferences, media availabilities and online events for Commissioners Court, Nueces County Elected Official if these officials want help.
Produce or coordinate the production of multimedia products including infographics, graphs, charts, presentations, videos, podcasts, and online events as needed.
Edit, update, and provide new content for Nueces County website and other properties as needed. Create and maintain official Nueces County social media properties as needed. Coordinate content across platforms.Monitor interaction on social media properties and provide feedback regarding message clarity and understanding.
Attends public meetings; on frequent occasions such meetings may occur in evening hours or require out of town travel.
Participates in community and organizational activities/events as an official representative of the County.
All official county releases shall go through and be distributed by this Public Information Officer (PIO).

Responds to any news outlet seeking information on Nueces County business. If there is a question regarding said response it shall be approved by the Nueces County Judge or if not available, the County Attorney.

EDUCATION and/or EXPERIENCE: Bachelor's degree (B. A.) with a Master's Degree (M.A.) preferred from an accredited four-year college or university with a major in Journalism, Communications, Marketing, Business Administration, Public Relations, English, Public Administration, Social Sciences, or Law or a related field and a minimum of six (6) years progressively responsible strategic communications, media relations and/or public information experience, including working knowledge of print and online media; or Associate’s degree in Journalism, Communications, Marketing, Business Administration, Public Relations, English, Public Administration, Social Sciences, or Law or a related field with eight (8) years progressively responsible strategic communications, media relations and/or public information experience, including working knowledge of print and online media.
Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities, may be considered.
