US fronting insurance sector grows 17% to $22B despite softening market conditions

The US fronting insurance sector grew 17% in 2025 to over $22 billion in gross premiums, significantly outpacing the broader commercial insurance market's 5% growth, according to Conning's study. However, the sector faces challenges as it enters a maturation phase amid softening pricing and increased consolidation. Other liability was the fastest-growing line at 32%, representing 29% of direct fronted premiums. Commercial auto and other liability together accounted for 46% of fronted premium. Fronting companies ceded nearly $19 billion to nonaffiliated reinsurers in 2025. Five companies have exited or de-emphasised fronting, whilst two additional companies have a pending combination. Initial gross accident-year loss ratios have developed adversely in each of the past seven accident years, highlighting profitability evaluation challenges.
