Requirements
  • A Bachelor of Arts or Bachelor of Science degree in Human Resources or a related field is required.
  • At least 7 years of Human Resources generalist experience is required, including at least 3 years in a management role.
  • Strong recruiting and employee/labor relations experience is required.
  • Excellent written and verbal communication skills, including presentation skills, are essential.
  • Strong computer skills and the ability to use Microsoft Office applications, including PowerPoint, Word, and Excel, are required.
Responsibilities
  • Provide strategic leadership to support business objectives and drive Human Resources initiatives in recruitment and retention, performance management, training and development, rewards and recognition, and employee/labor relations.
  • Lead resolution of employee relations matters and coach and guide managers on issues affecting employee performance and business effectiveness.
  • Provide leadership guidance in recruitment and interview and recommend qualified candidates for leadership positions as requested.
  • Develop, recommend, and implement Human Resources policies and procedures that meet organizational needs and comply with government and regulatory requirements.
  • Interpret policies, practices, and procedures for management and staff.
  • Participate in and assist with training and development activities, including onboarding and orientation programs.
  • Identify training needs, research and prepare materials, and present or facilitate sessions as appropriate.
  • Work with the benefits team to manage leaves of absence, workers' compensation, and other benefits-related issues affecting managers and staff.
  • Investigate and prepare reports, documents, and other materials for unemployment hearings and employment law cases in collaboration with senior Human Resources leadership and legal counsel.
  • Prepare for unemployment hearings, grievances, arbitrations, and employment law cases; conduct investigations; recommend defense approaches; identify and prepare witnesses; and assemble statements, documents, reports, and other materials in consultation with senior Human Resources leadership and legal counsel.
  • Facilitate and coordinate recognition events, meetings, and other employee-related activities, including Essential Piece, retirement celebrations, focus groups, and the Service Awards dinner.
  • Manage the performance of direct reports and provide orientation, coaching, training, and development; take corrective action when necessary.
  • Utilize corporate service resources, including Human Resources, Compliance, Legal, Finance, Information Systems, and Marketing, as appropriate.
  • Ensure appropriate staffing and resources to support department and agency services, monitor productivity throughout the year, and participate in annual budget preparation.
  • Interview and participate in the selection process for qualified staff in collaboration with Human Resources and department management.
Desired Qualifications
  • Professional in Human Resources or Senior Professional in Human Resources certification is preferred.
