Requirements
  • A Master's degree in a related research field.
  • At least 10 years of experience in or supporting the United States government.
  • Must be a United States citizen with an active Secret Clearance or the ability to obtain a favorable suitability adjudication based on a Tier 3 background investigation.
  • Research, storyboard, and prepare visual material for executive-level and academic presentations.
  • Establish metrics and feedback loops to monitor how products contribute to workforce readiness and evidence-based decision-making and drive continuous improvement.
  • Conduct research and analysis of Security Cooperation workforce needs, gaps, lessons learned, and best practices to inform knowledge product development and curriculum planning across a 16,000-strong global Security Cooperation workforce.
  • Build relationships with subject matter experts and practitioners to refine materials and ensure accuracy, usability, and relevance to the Security Cooperation workforce.
  • Strong client-facing communication and stakeholder engagement skills, including the ability to synchronize research and training priorities with government supervisors, functional leads, senior leadership, and partner organizations.
  • Excellent oral, written, and interpersonal communication skills.
  • Proficiency with Microsoft Office 365, including Excel, Word, PowerPoint, Teams, and SharePoint, and proficiency with artificial intelligence tools.
Responsibilities
  • Conduct research and provide analytical support to Defense Security Cooperation University faculty and staff.
  • Lead and establish priorities for content vetting, product development, reviews, dissemination strategy, and stakeholder coordination.
  • Research findings and literature reviews using existing research materials, catalogs, and other diverse sources.
  • Analyze collected research and findings to identify relevant Security Cooperation information, translate findings into actionable indicators and evidence-based recommendations for improving outcomes, identify information gaps and usability issues, and translate findings into practical products.
  • Synthesize findings to identify relevant Security Cooperation information and translate it into indicators for presentation in job aids.
  • Design and develop evidence-based job aids, including depictions of research findings that clearly present complex data; produce approximately 15–20 final products annually using 35–45 verified data sources.
  • Prepare, update, and manage the Quarterly Knowledge Products Plan and conduct final reviews of all products before dissemination.
  • Coordinate guest speakers, panels, briefings, and consultations with guidance from Defense Security Cooperation University.
Desired Qualifications
  • Certification in Training Management.
  • Substantial experience within the Security Cooperation environment and knowledge of management operations and stakeholders.
  • Knowledge of Security Cooperation policies and regulations.
  • Experience supporting Defense Security Cooperation University, Defense Security Cooperation Agency, or comparable defense security cooperation training, research, education, and institutional capacity-building.
  • Experience using process improvement, business process re-engineering, or automation approaches to improve research program performance.
