Requirements
  • Knowledge of DOE policies and procedures.
  • Knowledge of DOE program and project management practices, policies, and procedures.
  • Proven experience in supporting programs and projects with schedule analysis, tracking, monitoring, and assessment.
  • Excellent communications skills.
  • Proven experience with Primavera P-6 scheduling tools.
  • WTP Project Controls and Field Scheduling Specialist shall have consecutive employment in a position with comparable responsibilities within the past five years.
  • Must be able to use a computer to communicate via email; proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position.
  • U.S. Citizenship is required.
  • Security clearance eligibility up to Top Secret or DOE "Q" clearance.
  • All staff must be determined eligible for a Facility Access Authorization by the U.S. Government Security Office.
  • Travel may be required; Location is Richland, WA 99319.
  • Quality Assurance Requirement: All work must comply with ORP Quality Assurance Program Description (MGT-PM-PL-04 R4).
Responsibilities
  • Review and analysis of Bechtel National Incorporated's Earned Value Management System (EVMS) data, including cost and schedule performance information.
  • Monitor and evaluate schedule integrity, reliability, and accuracy to identify credible threats to critical path activities or impacts to in-progress and future work scope.
  • Design and issue statistical reports on a recurring or one-off basis to DOE-WTP management.
  • Data evaluation at the lowest level necessary to identify trends and causes of current and potential future project performance impacts.
  • Frequent interaction with BNI scheduling personnel; spot checks to assess validity, reliability, and accuracy of earned value data reposted for both cost and schedule.
  • Perform standard earned value metrics and variance analysis at active/critical cost accounts.
  • Conduct critical path and near-critical path analysis to assess reasonableness and viability and identify changes month-to-month.
  • Identify bow waves and analyze causes and forward-looking impact of performance-driven scope impacts.
  • Evaluate activity starts and finishes against baseline and prior month data to identify trends and impacts on in-progress and future work.
  • Monitor significant float variations and trends for individual activities or groups of activities.
  • Prepare metrics, charts, or documentation to support reporting and presentation of project performance.
  • Assist with capturing and tracking IPT action items.
  • Attend meetings and provide feedback or statistical reports as required.
  • Assist in performing assessments or surveillances as required.
  • Deliverables include Startup and Commissioning Schedule Analyses for various facilities monthly (LAW, LAB, BOF, EMF) and QURR Analysis Report for LBL on a monthly basis.
