Requirements
  • Consecutive employment in a position with comparable responsibilities within the past five years.
  • Ability to use a computer to communicate via email.
  • Proficiency with Microsoft Office products and related tools and technology.
  • Knowledge of Department of Energy policies and procedures.
  • Knowledge of Department of Energy program and project management practices, policies, and procedures.
  • Proven experience supporting programs and projects with schedule analysis, tracking, monitoring, and assessment.
  • Proven experience with Primavera P6 scheduling tools.
  • Proficiency with Microsoft Word, Excel, PowerPoint, Publisher, and Adobe products.
  • Ability to produce thorough, accurate, and appropriately documented work products that comply with established criteria.
  • Ability to perform duties competently and professionally while meeting milestones and delivery schedules.
  • United States citizenship is required.
  • Eligibility for Facility Access Authorization, also referred to as Employment Authorization, by the United States Government's designated Security Office.
  • Ability to submit to and qualify for varying levels of background investigative requirements, up to a Top Secret or Department of Energy Q clearance.
  • Ability to complete a Financial Disclosure Statement if required.
Responsibilities
  • Review and analyze BNI Earned Value Management System data, including cost and schedule performance information.
  • Monitor and evaluate schedule integrity, reliability, and accuracy to identify credible threats to critical-path activities and impacts to in-progress and future work scope.
  • Design and issue recurring or one-time statistical reports for DOE Waste Treatment Plant management.
  • Evaluate data at the lowest level necessary to identify underlying trends and causes of current and potential future project-performance impacts.
  • Interact frequently with BNI scheduling personnel.
  • Conduct spot checks to assess the validity, reliability, and accuracy of earned-value data reported for cost and schedule performance.
  • Use Construction Quantity and Unit Rate Reports, Primavera P6 level 4 and level 5 project schedules, construction Excel look-ahead schedules, and other baseline planning and tracking resources for spot checks.
  • Perform standard earned-value metrics, including cost and schedule performance metrics and variance analysis for active, critical, or troubled cost accounts.
  • Perform critical-path and near-critical-path analysis to assess reasonableness and viability and identify and evaluate month-to-month changes.
  • Identify bow waves and analyze causes and forward-looking impacts of performance-driven scope impacts.
  • Evaluate activity-start and activity-finish performance against the baseline and prior-month data to identify trends and their impact on in-progress and future work.
  • Monitor significant float variations and trends for individual activities or groups of activities.
  • Provide technical support to Federal Project Directors to manage Waste Treatment Plant project-controls data and facilitate analysis and internal reporting.
  • Prepare metrics, charts, and other documentation to support project-performance reporting and presentations.
  • Assist with capturing and tracking Integrated Project Team action items.
  • Attend meetings and provide feedback or statistical reports as required.
  • Assist with assessments or surveillances as required.
  • Prepare monthly LAW startup and commissioning schedule analyses.
  • Prepare monthly LAB startup and commissioning schedule analyses.
  • Prepare monthly BOF startup and commissioning schedule analyses by facility.
  • Prepare monthly EMF startup and commissioning schedule analyses.
  • Prepare monthly QURR analysis reports for LBL.
