  • Bachelor's degree from an accredited college or university with major coursework in Engineering or a field related to the job.
  • Eight years of experience in engineering, acquired before and/or after licensing as a professional engineer.
  • Licensed Professional Engineer in the State of Texas, or currently licensed in another state with the ability to obtain a Texas Professional Engineer license within one year of employment.
  • Knowledge of engineering design principles applicable to electric utility operations, including generation, transmission, distribution, and related fields.
  • Knowledge of utility standards and regulatory requirements applicable to North American Electric Reliability Corporation, Federal Energy Regulatory Commission, Electric Reliability Council of Texas, and Texas Public Utility Commission compliance requirements.
  • Knowledge of engineering standards, codes, practices, procedures, materials, and equipment used in the design, construction, and operation of electric utility systems.
  • Knowledge of established engineering principles and methods.
  • Knowledge of preparing cost estimates and engineering and feasibility reports.
  • Knowledge of regulatory requirements within local, state, and federal ordinances and laws.
  • Knowledge of City of Austin purchasing and contract policies and procedures.
  • Skill in oral and written technical and general communication, including preparation of written reports.
  • Skill in negotiations and conflict resolution.
  • Ability to perform complex engineering calculations and analyze engineering problems.
  • Ability to travel to multiple sites as needed.
Responsibilities
  • Develop technical specifications and standards by applying engineering principles and knowledge of the methods, materials, equipment, and techniques used.
  • Plan, research, design, and implement engineering studies and projects or program areas by applying advanced technical engineering knowledge.
  • Manage and negotiate contracts by reviewing monthly progress reports, verifying final quantities and costs, compiling required documentation, reviewing change orders, and auditing as-built records.
  • Act as a liaison among consultants, contractors, subcontractors, manufacturers, fabricators, suppliers, and the City.
  • Negotiate problems involving changes, errors, or deficiencies and ensure compliance with project specifications and requirements.
  • Manage and monitor engineering projects for compliance.
  • Review, analyze, and interpret plans, specifications, contracts, and related documents.
  • Develop and monitor project budgets and assist in developing, managing, and submitting proposed budget forecasts for short- and long-term city planning.
  • Monitor projects for regulatory compliance and maintain knowledge of developments in the utility industry to meet North American Electric Reliability Corporation, Federal Energy Regulatory Commission, Electric Reliability Council of Texas, and Texas Public Utility Commission standards and requirements.
  • Provide technical leadership, work assignments, evaluation, and guidance to others.

  • Experience troubleshooting protection systems and performing mis-operation analysis.
  • Experience with North American Electric Reliability Corporation reliability standards and Electric Reliability Council of Texas requirements.
  • Experience reading protection and control drawings, including one-line drawings, alternating-current/direct-current schematic drawings, and wiring schematics.

Austin Water secures $55M low-interest funding for pipe replacement and infrastructure projects

Austin Water has secured $55 million in low-interest funding from the State Water Implementation Fund for Texas for capital improvement projects. The first tranche of $13 million carries an interest rate as low as 2.895%, expected to save upwards of $1.5 million in interest over the 20-year loan period. The funding will primarily replace ageing polybutylene pipes, with $45 million allocated to address water loss from pipes installed until the mid-1980s, saving an estimated $2.7 million in financing costs. An additional $10 million will expand the reclaimed water infrastructure through the Travis Heights Purple Pipe project, connecting two service areas whilst saving approximately $1.1 million. Combined with a recent debt defeasance transaction saving $49.6 million, Austin Water's cumulative savings since 2016 now exceed $675 million.
