About the Job

Requirements

  • Possess a Bachelor of Science degree in Engineering, Physics, Mathematics, Computer Science, or an applicable STEM degree, with 5 or more years of experience.
  • Have experience managing system models using Model-Based Systems Engineering tools such as Cameo, MagicDraw, or Rhapsody.
  • Have experience leading or serving as a key participant in a formal Department of Defense Verification, Validation, and Accreditation process.
  • Have proven experience providing technical oversight of contractor software development on a Department of Defense acquisition program.
  • Have expert knowledge of Army digital engineering strategies, technical standards, and Modular Open Systems Approach principles.
  • Have a strong understanding of the Department of Defense acquisition lifecycle and the unique aspects of Other Transaction Authority agreements.
  • Be able to travel 15–20% of the time.
  • Be a United States citizen and have an active Secret clearance.

Responsibilities

  • Lead development and maintenance of the government's authoritative system model using Model-Based Systems Engineering principles and tools such as SysML.
  • Lead the program's transition from document-centric to data-centric processes, ensuring digital artifacts are the authoritative source of truth for the technical baseline.
  • Architect the government's digital engineering environment and ensure it integrates with contractor models to form a cohesive digital thread.
  • Provide direct technical oversight of the contractor's development of its modeling and simulation model and a separate deliverable modeling and simulation tool.
  • Lead the government's formal Verification, Validation, and Accreditation effort for the contractor's modeling and simulation tool, including developing the plan and schedule and coordinating with the Verification and Validation agent and Accreditation agent to meet accreditation objectives.
  • Drive integration between the government's Model-Based Systems Engineering model and the contractor's modeling and simulation model, ensuring seamless data exchange so simulation can validate system requirements and predict performance.
  • Lead model development and drive technical integration with the Army's Integrated Battle Command System and other command-and-control systems.
  • Drive the end-to-end software development lifecycle and conduct technical reviews of the contractor's software architecture to verify compliance with mandated Army standards, including the Modular Open Systems Approach.
  • Witness all formal Software Qualification Testing to independently validate that the software meets or exceeds performance and functional requirements.
  • Chair the Software Change Control Board to adjudicate and approve changes to the accepted software baseline, and ensure software trouble reports are triaged, prioritized, and corrected.
  • Coordinate with United States Army stakeholders on Software Material Release to support the fielding schedule and ensure timely delivery and quality of software documentation, including the software requirements specification, software design documentation, test reports, and software roadmap.
  • Act as the government's lead for ensuring delivery of a complete and usable Technical Data Package, and verify that software and digital components—including source code, build scripts, digital models, and documentation—are present and sufficient for future government sustainment.
  • Work with the contracting officer to validate software and model data-rights assertions and ensure the government secures necessary Government Purpose Rights as defined in the Other Transaction Authority agreement.

Desired Qualifications

  • A Master's degree in Software Engineering with 10 or more years of experience.
  • Ability to absorb extensive technical detail and logically formulate solutions for execution on prescribed schedules.
  • Demonstrate understanding of program planning and execution, systems engineering, design processes, weapon system integration, and performance assessment.
