Requirements
  • Knowledge of business and management principles, including strategic planning, resource allocation, leadership techniques, production and tracking methods, and coordination of multiple tasks and resources.
  • Ability to identify problems, apply logic and reasoning, evaluate alternatives, and select appropriate solutions.
  • Ability to read, understand, and communicate information and ideas in writing; proficiency operating a personal computer and related software.
  • Ability to listen to, understand, and communicate ideas and information verbally.
  • Ability to perform basic mathematical calculations and calculations required under agency regulatory restrictions, including prorating and payroll estimating.
  • Ability to develop and maintain computer records and tracking and report forms using Microsoft Word, Microsoft Excel, Microsoft Outlook, and other required software.
  • Knowledge of company policies, federal, state, and local laws, government regulations, and agency rules pertaining to the properties, especially Section 42 of the Internal Revenue Code and Section 8.
  • Basic knowledge of economic and accounting principles and practices for budgeting, banking, and understanding financial reports.
  • At least two years of compliance experience.
  • Experience planning, scheduling, and completing major projects with minimal guidance.
  • Experience identifying and analyzing problems, recommending options, and developing logical and workable solutions.
  • Experience preparing and completing administrative, statistical, and programmatic studies with comprehensive analysis and sound recommendations.
  • Ability to support and develop a diverse environment.
  • At least two years of experience in personnel supervision, training, and evaluation.
  • Ability to travel independently to property locations on a regular basis.
Responsibilities
  • Implement file audit procedures to ensure compliance with regulatory agreements and verify that applicants meet regulatory requirements at initial move-in and first-year recertification.
  • Prepare, distribute, and monitor compliance schedules, including upcoming audits and lease-up follow-ups.
  • Monitor, distribute, and update files with annual or periodic updates to income limits, utility allowances, fair market rents, property management forms, and HUD forms.
  • Provide training and consultation to staff on compliance changes and requirements imposed by HUD, CTCAC, MHP, CalHFA, HOME, and other regulatory agencies.
  • Maintain Enterprise Income Verification master file reports and assist in resolving discrepancies.
  • Manage, direct, and implement compliance strategies and objectives for federal, state, and local regulatory and funding requirements.
  • Ensure resident files are maintained according to agency and management guidelines.
  • Assist Property Managers and Regional Managers with maintaining acceptable occupancy levels.
  • Assist with special projects and develop and implement organizational policies and procedures related to property management compliance.
Desired Qualifications
  • Occupancy, Tax Credit, and Public Housing Specialist certifications.
  • Bachelor of Arts or Bachelor of Science degree.
